08-500ca��>> File a Og -�OD GreenSheet# 3053150 A �� Presented 1 RESOLUfiION AU ORIZING A PLICATION TO THE DEPARTMENT OF EMPLOYMENT AND 2 ECONONIIC DEVELOP CONTAbIINATION INVEST`IGATION AND CLEANUP GRANTS 3 AND TO TAE METROPOLITAN COUNCII, FOR TAX BASE REVITALIZATION GRANTS FOR THE 4 UPPER RIVOLI BLUFF HOUSING, PAALEN VII.LAGE Ci3B, WIlVIVIPEG, CONIlI�RCE BUII.DING 5 PHASE II, RENAISSANCE BOX, BREWTOWN, MISSISSIPPI MARKET, AND CARLETON PLACE 6 LOFTS PHASE II SITES. 8 WHEREAS, the City of Saint Paul, Minnesota is a participant in the Livable Communities Act's Housing 9 Incentives Program for 2008 as deternuned by the Metropolitan Council, and is therefore eligible to make 10 application for funds under its Tas Base Revitalization Account; and 11 12 WHEREAS, the City has idenrified environmental investigation and clean-up projects within the City that 13 meet the purposes and criteria of the Contamination Investigation and Cleanup Grant Program of the 14 Department of Employment and Economic Development, and Ute Tax Base RevitaliZation Account Grant 15 Program of the Metropolitan Council; 16 17 NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Saint Paul, Minnesota 18 hereby approves the contamination investigaUOn and cleanup grant applications submitted to the 19 Department of Employment and Economic Development and the Metropolitan Council on May 1, 2008 by 20 the City of 5aint Paul for the Upper Rivoli Bluff Housing, Phalen VIllage CUB, Winnipeg, Commerce Building 21 Phase II, Renaissance Box, Brewtown, Mississippi Muket, and Carleton Place Lofrs Phase II sites; and 22 23 BE IT FURTHER RESOLVED, that the City of Saint Paul, Minnesota agrees to act as legal sponsor far 24 the projects contained in the cleanup grant applications submitted to DEED and the Met Council on May 1, 25 2008 and that the Director of the Department of Planning and Economic Development is hereby authorized 26 to apply to DEED and the Met Council for funding of these projects on behalf of the Upper Rivoli Bluff 27 Housing, Phalen Village CUB, Winnipeg, Commerce Building Phase II, Renaissance Box, Brewtown, Mississippi 28 Market, and Cazleron Place Lofts Phase II sites; and 29 3o BE IT FIJRTHER RESOLVED, that the City has the legal authority to apply for financial assistance, and 31 the institutional, managerial and financial capability to ensure adequate project administration; and 32 33 BE IT F[TRTHER RESOLVED, that the sources and amounts of the local match identified in the 34 applications are committed to the projects identified; and 35 36 BE IT FIJRTHER RESOLVED, the City of Saint Paul certifies that it has not violated any Federal, State 37 or local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest, or other unlawful 38 or corrupt practice and that it will comply with all applicable laws and regulations as stated in the contract 39 agreements; and 40 b8-500 � as NOW THEREFORE BE IT FINALLY RESOLVED, that the Mayor and City Clerk of the City of Salnt a6 Pau] are hereby authorized to execute such agreements as are necessary to implement the projects on behalf a� of the applicant. 48 Adopted by Council: Date _��tYE��/1�1f� Adoption Cectified by C u�cil Secret B , Approvecl��y n a� r: Date � Q � By: V Requested by Department of: � Green Sheet Green Sheet Green Sheet Green Sheet Green Sheet Green Sheet � b8-�'bb PE - Planning & Economic Developmrni Contact Person 8 Phone: - Craig Blakely 266-6697 mus� ee on 14MAY-08 Doc.
