The property is described as Lots 8, 9, 10,Block 2, Jos. R. Weide's Addition. The zoning is commercial and has been since the adoption of the Ordinance in 1922. " On June 25, 1938, the City Council granted a permit for the East Side Motor Sales Inc. to operate a used car sales lot on this property. On January 22, 1949, the City Council granted a permit for the above stated applicant to reopen and operate a used car sales lot.' The site is now vacant and the applicants propose to erect a one -story insurance office building on the site with a 14 car employee parking lot accessory thereto. The site has a frontage of 75 feet along Payne Avenue and 110 feet along Rose Avenue producing an area of 8,250 square feet. North across Rose Avenue is the East Immanuel Lutheran Church; south and adjoining is a single - family residence fronting on Payne Avenue; east across Payne Avenue is the Phalen Park Elementary School; west across a graded alley is a single - family residence fronting on Rose; Avenue. The Traffic Engineer has approved the plan which meets the standards for this type of facility. Field investigation discloses no . objection from the standpoint of adjacent land uses. In consideration of the above factors, the Board of Zoning recommends the granting of the permit for a 14 car employee parking lot on the above described property in accordance with plans approved November 19, 1959.
