S. Highway No. 12. The property is described as Lot 1, Block 5, Scenic Hills Addition.- On May 30, 1953, the City-Council rezoned this property from "A!' Residence to Commer- cial for the purpose of developing the site with a neighborhood shopping center which never materialized,. On November 21, 1959, the City Council approved a parking lot permit for 48 car spaces in conjunction with four 12 -unit apartment buildings. The applicant proposes,to develop the remaining part of this tract with five additional 12 -unit buildings and 60 off-street parking spaces accessory thereto, resulting in a total development of nine 12 -unit buildings totaling 108 apartments. Chapter 4.04, Par. 11. and 12 of the Zoning Code has been amended (C..F. 194925,,Ord. 11615, November 27, 1959) to permit a residential structure to be constructed on a lot consisting of at least 100,000 square feet where the structure would not front directly on a public street thus permitting the completion of this project. The proposed development of nine buildings meets the recommended standards.for building ground coverage and density for this type development. However, because of the irregular shape of the property, certain additional problems are encountered in designing a site plan to accomodate a total of 108 apartment units on this tract.".. The property under 'consideration has frontage on-both Ruth and Pedersen Streets, and also along U. S. Highway No. 12 which will'eventually be. fenced at this point, pro- hibiting access to this property from the highway. The area proposed for apartment development has an area of 113,286 square feet. The Minnesota Highway Department, at some future date, proposes to-acquire the northerly portion,of this lot as platted for right -of -way needs in connection with the Interstate.Freeway. This portion has not been included in the applicant's proposed plot plan and development. South and adjoining are single - family residences now under construction which front on Suburban Avenue; west across Ruth Street is vacant land whicb is zoned commercial; north and across U. S. Highway No. 12 is-vacant land, also zoned commercial; east and across Pedersen Street are single- family, residences fronting on U.S. Highway No. 12. The Traffic Engineer has approved the plan which meets the standards for this type of facility. It might be pointed out that the proposed development would be a more desirable use-tban a commercial development. The Board of Zoning considered this application at their regular meeting on December 2, 1959, and recommend the granting of the permit for an additional 60 car spaces on the above described property in accordance with plans approved December 2, 1959.
