That Section 1.09, Saint Paul Legislative Code, is hereby amended
by deleting in their entirety, sub - sections 5, 5V4 and 5V2, and adding
in lieu thereof:

The following permit fees are hereby established and shall ap-
ply to all electrical work.
a. The minimum fee for electrical work shall be $3.00.

with up to 200 ampere service shall,be $20.00.

Attached hereto is a copy of proposed changes to be made in the
electrical code portion of the Building Code. A great deal of
time has been spent by this office on these revisions and addi-
tions.
These suggested changes have been presented to the Greater Saint
Paul Home Builders Association, to the Builders Exchange, to the
International Brotherhood of Electrical Workers, and to the
National Electrical Contractors Association. They all have given
unanimous approval of these changes as evidenced by copies of
their letters which are attached herewith for your information.
These changes will establish uniformity in certain electrical
provisions in the Greater Metropolitan Area and also contains a
reciprocal provision for the workers and contractors between St.
Paul and Minneapolis. This reciprocal provision has been incorpor-
ated in our sheet metal ordinance for some time and now is
incorporated in the electrical ordinance.
The recommendation of this office is that this ordinance be
passed as submitted.

This letter is to record our approval of the proposed changes in the electrical
codes of this city.'
At a recent meeting with Mr. ' Dan Gephart and the code committee of NBCA,
Minnesota (St. Paul) Chapter and the building code committee of the St. Paul
Home Builders Association these proposed changes were discussed at some
length. Qut Association is very pleaked to goon record v4th you in stating
our support and approval of the changes in regard to residential fees, sect. 1. 10
certificates of competency, sect. 1. 11 lisences and fees, sect. 1504 tech -
mcal provisions for electrical work covering general regula#ons, portable
equipment, elbow,fittings, receptical outlets, service installations and the
minimum current carrying capacity of service for single and multi; family
dwellings. In fact, Al, this letter is intended to cover ill the proposed changes
as presented to us by the.eleetrical contractors...
It is indeed a pleasure for our committee to support these progressive steps in
regard to residential wiring. It has long been the position of this Association
that any code changes which involve increased costs dbserv! careful study and
consideration of our group before being presented to the council for their
Consideration. Any proposed change that is good and gives the ultimate home
owner added protection anti permanent value even t4ough it representes an
increase in the initial cost should and will receive our endorsement.

SECTION 10
Section 15.04 is hereby amended by deleting paragraph b of sub-
section 7 (Electric Motors) and substituting in lieu thereof the
following:
b. Each motor driven oil burner, stoker, gas furnace or
space heating device and controls for same, operating on 110
volts, or over, and having a motor or combination of motors over
1/6 h.p. for any purpose whatsoever shall be connected to an
independent circuit. Such circuit shall be equipped with an
externally operated switch within sight of and reasonably ac-
cessible to the motor, disconnecting all ungrounded conductors.
If 1/6 h.p. or less and not connected to a separate circuit,
each motor shall have its own over - current protection device.
SECTION 11
That Section 15.04 is hereby amended to delete paragraph c of
sub- section 9 (Miscellaneous Usages) and substitute the following:
c. Circuits for ranges shall consist of a minimum of two
(2) No. 6 and one No. 8 copper conductors or equal. Each table'
top range unit and oven shall have a separate disconnect.
SECTION 12
That Section 15.04, 'sub- section 9 (Miscellaneous Usages) is furth-
er amended by adding-a -new paragraph to be known as h.
h. Special Branch Circuits
Electric equipment hereafter installed for the purpose of
operating and controlling gas burning equipment at potentials
greater than 50 volts shall have one side continuously connected
to a neutral ground source. (For the purpose of clarification
on either 230 or 208 volt operation an isolating trapsformer
with one side grounded on the secondary shall be required, and
on 115/230 volt grounded mid - point delta or 120/208 wye con-
nected single phase systems no special equipment or changes will
be required as both have a neutral ground source.)
SECTION 13
This ordinance is hereby declared to be an emergency ordinance
rendered necessary for the preservation of the public peace, health
and safety.

SECTION 2
That Section 1.10, Saint Paul Legislative Code, is hereby amended
by adding to sub - section 7, Registration of Card of Competency, as
follows:
Any journeyman holding a valid card of competency for elec-
trical installing or repair, from any other municipality of the
State of Minnesota, which has requirements for such card of com-
petency equal to those of the City of Saint Paul, as shall be
determined by the City Architect of the City of Saint Paul, may
carry on his occupation as such journeyman in the City of Saint
Paul'by registering his card of competency with the City Archi-
tect.
'SECTION 3
That Section 1.11, Saint Paul Legislative Code, is hereby amended
by adding to sub - section 8, Reciprocal License Permit, the following:

is required by the terms of this Code, any applicant for such
master license who has and presents a valid and subsisting mas-
ter's license from any other municipality in the State of Minne-
sota, which has requirements for such master licenses which are
equal to those of the City of Saint Paul,'as shall be determined
by the City - Architect, may receive a permit to carry on -his trade
or occupation as an Electrical Contractor by registering his li-
cense in the Office of the City Architect and paying therefor a
fee of $5.00. Such permit may be issued for a specific period
of time not to exceed the life of the license of the applicant.
Where a licensee operating under the reciprocal arrangement
fails to make required corrections after being duly notified by
the Bureau where work has been done, such failure or lack of
compliance will then be recorded and information relative there-
to will be forwarded to the locality where the license is held.
SECTION 4
That Section 15.04, Saint Paul Legislative Code, is hereby amended
by deleting paragraph a from sub - section 1, General Regulations, and
substituting the following in lieu thereof:
a. The National Electrical Code (1959 Edition) is hereby
adopted by reference as the Electrical Code of the City of Saint

five KVA or fraction thereof for all in excess of 200 KVA. The
maximum permit fee'for any transformer or generator shall be
$50.00. The above fee for transformers includes its secondary
circuit to the first -point of distribution.
SECTION 2
That Section 1.10, Saint Paul Legislative Code, is hereby amended
by adding to sub - section 7, Registration of Card of Competency, as
follows:
Any journeyman holding a valid card of competency for elec-
trical installing or repair, from any other municipality of the
State of Minnesota, which has requirements for such card of com-
petency equal to those of the City of Saint Paul, as shall be
determined by the City Architect of the City of Saint Paul, may
carry on his occupation as such journeyman in the City of Saint
Paul'by registering his card of competency with the City Archi-
tect.
'SECTION 3
That Section 1.11, Saint Paul Legislative Code, is hereby amended
by adding to sub - section 8, Reciprocal License Permit, the following:

That Section 15.04 is hereby amended by adding a second paragraph
to paragraph f of sub - section 1, General Requirements, as follows:
Portable equipment including but not limited to portable tools,
extension cords, decorative lights, floor lamps, table lamps, etc.
of the classes for which Underwriter's Laboratories, Inc., provide,
approval service shall bear the Underwriterts approval or shall be
approved by the Bureau and the use and sale for use within the
City of Saint Paul of such unapproved portable equipment is pro-
hibited.
SECTION 6
That Section 15.04 is hereby amended by deleting Paragraph q of
sub- section 3 and substituting in lieu thereof the following:
q. Elbow Fittings
All elbow fittings within 6 inches of finished grade- shall beof
watertight construction and shall be of the capped elbow type
having a threaded cover or other type approved by the City Archi-
tect.
All service entrance fittings shall be of a type specifically `
approved for use as entrance fittings.
SECTION 7.
That Section 15.04 is hereby amended by deleting paragraph r of
sub- section 3 and substituting in lieu thereof the following:
r. Receptacle Outlets,-
1. All receptacle outlets shall be a NEMA approved type which
will receive at least a three pronged cord cap, one prong shall
be a non - current carrying prong. This does not include radio and
television, low voltage outlets or other special purpose outlets
as authorized by the City Architect.
2. In the basement there shall be one ceiling light for each
200 square feet, one basement light shall be located near the foot
of, the stairs and shall be a ceiling light or wall bracket and
shall be wall switched at the head of the stairs.
3. In the laundry area there shall be one ceiling light over
the tub and /or washer and dryer, and this area shall have one
laundry receptacle on a separate 20- ampere circuit.

-�' 4. Lighting may be by means of ceiling, wall, valance or port-
able lamps, and each room (except closets) shall have at least
one such light wall switched. If only portable lamps are used,
at least one (1) convenience outlet shall be wall switched.
5. Garages, carports and-other accessory buildings, if wired,
shall have a minimum of one convenience outlet and one wall switch -

For buildings with more than 50 units, add 10 amperes to the
conductor size for each additional unit.
New apartment units shall have a minimum of three #6 AWG
copper or equal conductor sub- feeders to each apartment unit
terminated in a cabinet located in the apartment containing at
least one 2 -pole, 50 ampere branch circuit and at least four
single pole branch circuits.
New single family units with a gross area including basement,
first and second floors, of not over 1000 square feet shall have
entrance switch equipment consisting of two 60 ampere service
main line fused switches or pullouts or two 50 ampere service cir-
cuit breakers connected in such a manner that opening one of the
devices will remove the power from all circuits in the building.
Each 60 ampere service installation shall have a minimum of six
single pole branch circuits. New single family units with a
gross area including basement, first and second floors of more
than 1000 square feet shall have entrance switch equipment con-
sisting of a 100 ampere service main fused switch or pullout or
circuit breakers connected in such a way that opening the device
will remove-power from all the circuits in the building. Each
100 ampere service installation shall have at least one 50 ampere
220 volt range circuit, two 30 ampere double pole 220 volt cir-
cuits and ten single pole branch circuits.
Old apartment units may have cabinets grouped adjacent to main
service entrance. When revising service or rewiring, cabinets
for old apartments under 500 square feet shall contain at least
one 30 ampere, 2 pole main disconnect and four single pole branch
circuits; for apartments 500 square feet or over, they shall con-
tain at least one 50 ampere, 2 pole main disconnect, one 50 am-
pere two pole branch circuit and four single pole branch circuits.
For service entrance wiring for old residential buildings,
the same provisions governing the requirements for new residences
shall apply, except where a concealed conduit exists and is,in
the opinion of the City Architect, in suitable condition for re-
use, Table No. 11 of . National Electrical Code may} be used.
SECTION 9
That Section 15.04, sub - section 4 (Service Installations) is here-
by amended to add a new paragraph to be known as f, as follows:
f. The electrical continuity of the grounding circuit shall
be assured by attaching_to the water line on the street side of
the water meter. If not attached to the water line on the
street side of the water meter, or if a driven well to the

union, etc. which are liable to be disconnected: Such ground
conductor shall be mechanically protected.
SECTION 10
Section 15.04 is hereby amended by deleting paragraph b of sub-
section 7 (Electric Motors) and substituting in lieu thereof the
following:
b. Each motor driven oil burner, stoker, gas furnace or
space heating device and controls for same, operating on 110
volts, or over, and having a motor or combination of motors over
1/6 h.p. for any purpose whatsoever shall be connected to an
independent circuit. Such circuit shall be equipped with an
externally operated switch within sight of and reasonably ac-
cessible to the motor, disconnecting all ungrounded conductors.
If 1/6 h.p. or less and not connected to a separate circuit,
each motor shall have its own over - current protection device.
SECTION 11
That Section 15.04 is hereby amended to delete paragraph c of
sub - section 9 (Miscellaneous Usages) and substitute the following:
c. Circuits for ranges shall consist of a minimum of two
(2) No. 6 and one No. 8 copper conductors or equal. Each table
top range unit and oven shall have a separate disconnect.
SECTION 12
That Section 15.04, sub - section 9 (Miscellaneous Usages) is furth-
er amended by adding a new paragraph to be known as h.
h. Special Branch Circuits
Electric equipment hereafter installed for the purpose of-
operating and controlling gas burning equipment at potentials
greater than 50 volts shall have one side continuously connected
to a neutral ground source. (For the purpose of clarification
on either 230 or 208 volt operation an isolating transformer
with one side grounded on the secondary shall be required, and
on 115/230 volt grounded mid - point delta or 120/208 wye con-
nected single phase systems no special equipment or changes will
be required as both have a neutral ground source.)
SECTION 13
This ordinance is hereby declared to be an emergency ordinance
rendered necessary for the preservation of the public peace, health
and safety.
