1 WHEREAS, Department of Safety and Inspections has requested the City Council to
2 hold public hearings to consider the advisability and necessity of ordering the repair or wrecking

WHEREAS, based upon the records in the Ramsey County Recorder's Office and
information obtained by Depariment of Safety and Inspections on or before Apri12, 2007, the
following are the now known interested or responsible parties far the Subject Property: World
Savings Bank Fsb/Co World Savings And Ln Assoc, 4101 Wiseman Blvd, San Antonio, TX
78265; Wilford & Geske, 7650 Currell Blvd, Suite #300, Woodbury, MN 55125; Mark Tonia/
Counselor Realty, 3580 Linden Ave, White Beaz Lake, MN 55110; Aayton's Bluff District 4
Comxnunity Council.
WHEREAS, Deparhnent of Safety and Inspections has served in accordance with the
provisions of Chapter 45 of the Saint Paul Legislative Code an order identified as an"Order to
Abate Nuisance Building(s)" dated January 15, 2008; and
WHEREAS, this order informed the then known interested or responsible parties that the
structure located on the 5ubject Property is a nuisance building(s) pursuant to Chapter 45; and
WHEREAS, this order informed the interested or responsible parties that they must repair
or demolish the structure located on the Subject Property by February 14, 2008; and
WHEREAS, the enforcement officer has posted a placard on the Subject Property
declaring this building(s) to constitute a nuisance condition; subject to demolition; and
WHEREAS, this nuisance condition has not been corrected and Department of Safety
and Inspections requested that the City Clerk schedule public hearings before the Legislative
Hearing Officer of the City Council and the Saint Paul City Council; and
WHEREAS, the interested and responsible parties have been served notice in accordance
with the provisions of Chapter 45 of the Saint Paul Legislative Code, of the time, date, place and
purpose of the public hearings; and
WIIEREAS, a hearing was held before the Legislative Hearing Officer of the Saint Paul
City Council on Tuesday, Apri18, 2008 to hear testimony and evidence, and after receiving
testimony and evidence, made the recommendation to approve the request to order the interested

or responsible parties to make the Subject Proper[y safe and not detrimental to the public peace,
health, safety and welfaze and remove its blighting influence on the community by rehabilitating
this structure in accordance with all applicable codes and ordinances, or in the alternative by
demolishing and removing the structure in accordance with all applicable codes and ordinances.
The rehabilitation or demolition of the structure to be completed within fifteen (15) days after
the date of the Council Hearing; and
WHEREAS, a heazing was held before the Saint Paul City Council on Wednesday, May
7, 2008 and the testimony and evidence including the action taken by the Legislative Hearing
Officer was considered by the Council; now therefore
BE IT RESOLVED, that based upon the testimony and evidence presented at the above
referenced public heazings, the Saint Paul City Council hereby adopts the following Findings and
Order concerning the Subject Property at 683(685 NORTH STREET.
That the Subject Property comprises a nuisance condition as defined in Saint Paul
Legislative Code, Chapter 45.
2. That the costs of demolition and removal of this building(s) is estimated to exceed
five thousand dollars ($5,000.00).
That there now exists and has existed multiple Housing or Building code
violations at the Subject Property.
4. That an Order to Abate Nuisance Building(s) was sent to the then known
responsible parties to correct the deficiencies or to demolish and remove the
building(s).

That the deficiencies causing this nuisance condition have not been corrected.
That Department of Safety and Inspections has posted a placard on the Subject
Property which declares it to be a nuisance condition subject to demolition.
That this building has been routinely monitored by Department of Safety and
Inspections, Vacant/Nuisance Buildings.
8. That the known interested parties and owners aze as previously stated in this
resolution and that the notification requirements of Chapter 45 have been fulfilled.
ORDER
The Saint Paul City Council hereby makes the following order:
The above referenced interested or responsible parties shall make the Sub}ect Property
safe and not detrimental to the public peace, health, safety and welfare and remove its

and removing the stnxcture in accordance with all applicable codes and ordinances. The
��ak�il��e� demolition and removal of the structure must be completed within
fifteen (15) days after the date of the Council Hearing.
If the above corrective action is not completed within this period of time Department of
Safety and Inspections is hereby authorized to take whatever steps are necessary to
demolish and remove this structure, fill the site and chazge the costs incurred against the
Subject Property pursuant to the provisions of Chapter 45 of the Saint Paul Legislative
Code.
In the event the building is to be demolished and removed by the City of Saint Paul, ali
personal property or fixtures of any kind which interfere with the demolition and removal
shall be removed from the property by the responsible parties by the end of this time
period. If all personal property is not removed, it shall be considered to be abandoned
and the City of Saint Paul shall remove and dispose of such property as provided by law.
It is further ordered, that a copy of this resolution be mailed to the owners and interested
parties in accordance with Chapter 45 of the Saint Paul Legislative Code.

The Department of Safety and Inspections has declared this building(s) to constitute a°nuisance"
as defined by Legislative Code, Chapter 45. The Department of Safety and Inspections has
issued an order to the then lrnown responsible parties to eliminate this nuisance condition by
correcting the deficiencies or by razing and removing this building(s).
The property was re-inspected on February 19, 2008. There was no compliance and the
nuisance condition remains unabated, the community continues to suffer the blighting influence
of this property. It is the recommendation of the Department of Safety and Inspections that the
City Council pass a resolution ordering the responsible parties to either repair, or demolish and
remove this building in a timely manner, and failing that, authorize the Department of Safety and
Inspections to proceed to demolition and removal, and to assess the costs incurred against the
real estate as a special assessment to be collected in the same manner as taaces.

The building is a two story, wood frame four-plex with a detached metal shed, on a lot of 5,663
square feet.
According to our files, it has been a vacant building since April 1, 2005.
The current property owner is Paul Ruoho, per AMANDA and Ramsey counTy property records.
The city has had to board this building to secure it from trespass.
There have been ten (10) SUMMARY ABATEMENT NOTICES since 2005.
There have been six (6) WORK ORDERS issued for:
- Removal of snow and ice
- Removal of debris and improperly stored refuse
- Boarding
On October 30, 2007, an inspection of the building was conducted, a list of deficiencies which
constitute a nuisance condition was developed and photographs were taken. An ORDER TO
ABATE A NUISANCE BUILDING was posted on January 15, 2008 with a compliance date of
February 14, 2008. As of this date this property remains in a condition which comprises a
nuisance as defined by the legislative code.
The Vacant Building registration fees are paid.
Taxation has placed an estimated market value of $60,000 on the land and $257,900 on the
building.
As of April 4, 2008, a Code Compliance inspection has not been completed.
As of January 31, 2008, the $5,000.00 performance bond has been posted.
Real Estate taxes for the year 2007 are delinquent in the amount of $2,375.00, plus penalty and
interest.
Code Enforcement Officers estimate the cost to repair this structure is $100,000 to $120,000.
The estimated cost to Demolish is $17,729 to $22,729.
NHPI, Division of Code Enforcement Resolution submitted for consideration orders the property
owner to repair ar remove this structure within fifteen (15) days, if not the resolution authorizes
the Division of Code Enforcement to demolish and assess the costs to the property.

45.02, and subject to demolition under authority of Chapter 45.11.
On October 30, 2007, a Building Deficiency Inspection Report was compiled and the following
conditions were observed.
This list of deficiencies is not necessarily all the deficiencies present at this time.
As first remedial action, a Code Compliance Inspection must be obtained from
the Building Inspection and Design Section, 8 Fourth Street East, Suite 200,
Commerce Building (651)266-9090. That inspection will identify specific defects,
necessary repairs and legal requirements to correct this nuisance condition. You
may also be required to post a flive thousand dollar ($5,000.00) performance
bond with the Building Inspection and Design Office before any permits are
issued, except for a demolition permit.

This building(s) is subject to the restrictions of Saint Paul Ordinance Chapter 33.03
and shall not again be used for occupancy until such time as a Certificate of
Compliance or a Certificate of Occupancy has been issued.
This is a two story plus, wood frame, four-plex and it's metal shed.
Exterior
1. GARAGES AND ACCESSORY STRUCTURES. All garages and accessory
structures must be in sound condition and secure from unauthorized entry.
Repair or replace any missing doors, windows, or hardware for same.
2. The chimney is defective, deteriorated or in a state of disrepair. Replace al]
missing or defective bricks, tuckpoint as needed to restore the chimney to a
professional state of maintenance and repair. Permit may be required.
3. The eaves and soffits aze in a state of disrepair or deterioration. Repair all
defects, holes, breaks, loose or rotting boards, to a professional state of
maintenance. Permit may be required.
4. The exterior walls andlor trim of the house andlor garage has defective,
peeled, flaked, scaled or chalking paint or has unpainted wood surfaces.
Scrape and repaint to effect a sound condition in a professional manner.
The foundation is deteriorated, defective or in a state of disrepair. Repair all
foundation defects in a professional manner to a weather-tight, water-tight and
rodent-proof condition. Permit may be required.
6. There are missing or defective guardrails. Provide all stairways, porches,
decks or steps which are more than 30" high with guardrails and intermediate
rails with openings in the guardrail no more than four (4) inches apart and in
accordance with the State Building Code.
The roof is deteriorated, defective, or in a state of disrepair. Repair or replace
the roof covering to a sound, tight and water impervious condition. Permit
may be required.
8. There is evidence of a rodent infestation. Immediately exterminate and
eliminate all rodents from the entire building. Remove rodent harborages in
the yard areas. Tuckpoint the foundation if necessary to rodent-proof the
building to prevent re-infestation. Immediately remove any dead rodents from
the premises.
9. The exterior walls of the house and/or garage are defective. Repair all holes,
breaks, loose or rotting siding, to a�rofessional state of maintenance.

10. Lack of Water Service. Immediately restore water service. Failure to provide
water sercice will result in these premises being declared Unfit for Human
Habitation and ordered vacated for lack of this basic facility.
1 l. The windows and/or storm windows are in a state of disrepair. Replace all
missing or broken window glass. Make all necessary repairs to frames,
sashes, hardwaze and associated trim in a professional manner. Permit may be
required.
12. The window and/or door screens are missing, defective or in a state of
disrepair. Provide proper window and door screens for all openable windows
and doors. Screens must be tight-fitting and securely fastened to the frames.
Interior
13. The bathroom floor covering is deteriorated or inadequate. Provide floor
covering which is impervious to water and easily cleanable throughout the
bathroom and seal around the edges and fixtures.
14. FURNACE: Have a licensed heating contractor service and clean the furnace
or boiler and make any necessary repairs. Perform a C/O test on the heating
plant. Then, send the attached form back to the Inspector. Repair of gas fired
appliances requires a permit.
15. G.EC.I.: The bathroom is lacking an electrical G.F.C.I. outlet. Permit May
Be Required.
16. The interior ceilings are defective. Repair all ceiling defects and finish in a
professional manner.
17. The interior walls are defective. Repair all wall defects and finish in a
professional manner.
18. Smoke Detector: Lack of properly instailed and operable smoke detector.
Provide functioning smoke detectors in accordance with the attached
requirement, within 24 hours.
As owner, agent or responsible party, you are hereby notified that if these deficiencies and the
resulting nuisance condition is not corrected by February 14, 2008 the Department of Safety
and Inspections, Division of Code Enforcement, will begin a substantial abatement process to
demolish and xemove the building(s). The costs of this action, including administrative costs
and demolition costs will be assessed against the property taxes as a special assessment in
accordance with law.
As first remedial action, a Code Compliance Inspection Report must be obtained from the
Buildang Inspection and Design Section, 8 Fourth Street, Suite #200, Commerce Building,
(651)266-9090. This inspectaon will identify specific defects, necessary repairs and legal
requirements to correct this nuisance condition.

As an owner or responsible party, you are required by law to provide full and complete
disclosure of this "Order to Abate" to ail interested parties, all present or subsequent renters and
any subsequent owners. If you sell, transfer, or convey in any manner, the ownership or
responsibility for this property, you must within seven (7) days, notify the Enforcement Officer
with the names and addresses of any new owners or resgonsible parties.
The Enforcement Officer is required by law to post a placard on this property which declares it
to be a"nuisance condition", subject to demolition and removal by the City. This placard shall
not be removed without the written authority of the Department of Safety and Inspections,
Division of Code Enforcement. The department is further required to file a copy of this "Order
to Abate" with the City Clerk's Office.
If corrective action is not taken within the time specified in this order, the Enforcement Officer
will notify the City Council that abatement action is necessary. The City Clerk will then
schedule dates for Public Hearings before the City Council at which time testimony will be
heard from interested parties. After this hearing the City Council will adopt a resolution stating
what action if any, it deems appropriate.
If the resolution calls for abatement action the Council may either arder the City to take the
abatement action or fix a time within which this nuisance must be abated in accordance with the
provisions of Chapter 33 of the Saint Paul Legislative Code and provide that if corrective action
is not taken within the specified time, the City shall abate this nuisance. The costs of this
action, including administrative costs will be assessed against the property as a special
assessment in accordance with law.

10. Ordering the owner to remove or repair the building(s) at 683-685 North Street within
fifteen (15) days from adoption of resolution.
The property owner of record, World Savings Bank FSB c/o World Savings and Loan Assoc., did
not appear. Paui Ruoho appeazed and stated that he had purchased the property in January, 2008.
Mr. Magner stated the building was a two-story, wood frame, four-plex with a detached metal shed
on a lot of 5,663 squaze feet and had been vacant since April 1, 2005. A team inspection had been
done on March 5, 2007, the vacant building regisirarion fees were current, and the $5,000
performance bond had been posted on January 31, 2008. On October 30, 2007, an inspection of the
building was done and a list of deficiencies which constitute a nuisance condition was developed.
An order to abate a nuisance building was posted on January 15, 2008 with a compliance date of
Febnzary 14, 2008. To date, the property remained in a condition which comprised a nuisance as
defined by the Legislative Code. Ramsey County Taxation estimated the market value of the land
to be approximately $60,000 and the building to be $257,900. Real estate taxes far 2007 were
delinquent in the amount of $2,375.OQ plus penalty and interest. Code Enforcement estimates the
cost to repair the building to be approximately $100,000 to $120,000. The cost for demolition was
estimated to be approximately $17,729 to $22,729. There had also been 10 summary abatements
issued to this property since 2005, six ofwhich went to work order: to secure the building and the
City had to board the building to secure it from trespass, remove improperly stored refuse, remove
snow and ice, and an emergency boarding. Code Enforcement recommends the building be
repaired or removed within 15 days. Mr. Magner presented photographs of the property.
Ms. Moermond asked how they became aware this was a vacant building. Mr. Magner stated that
the property was referred by Fire Prevention staff as they had condemned the building and refened
the property to the V acant Buildings Program.
Ms. Moermond asked for a report from Ms. Spong. Ms. Spong stated that this building is located in
the Dayton's Bluff Historic District behind the Stutzman Building which had been restored. This
building was built in 1889 and was considered a contributing building to the neighborhood. Her
office had received many complaints concerning this building; the building was "red tagged" in
January for work being performed without a permit; the owner then came to her office and found
out that the building was located in the historic district and they discussed the process. In March
there were additional complaints of work being performed without permits; vinyl windows being
installed. On Apri14 another complaint was received for work being done without a permit. She
had received a report from Jim Seeger that morning and he told her that he haa inspected the
property and the owner had removed the vinyl windows and replaced them with wooden windows.
The owner had also removed the transoms for the doors which he was able to salvage and put back
in. Mr. Seeger indicated to her that he was presently surprised by the quality of work that has been
taking place on the interior. Ms. Spong stated that it was her understanding that there were issues
with the foundation which she still had concerns about; however, she had not had an opportunity to
talk to the building inspector about it yet.
Ms. Moermond asked about the status of the building permits. Mr. Magner responded that there
currently was a building permit for roof and windows which had been issued on January 31 after the
building had been "red tagged" on January 28.

Mr. Ruoho stated that he had been told by his friend "Virgil" to go ahead and take the doors off
since they did not have locks on them on a Friday and to pull the pernut the following Monday. He
had not realized that the building was located in a historic district. He stated that he was able to
retrieve the transoms for the doors, the doors, and the windows.
Ms. Moermond asked whether he was awaze that the tases had not been paid. Mr. Ruoho stated that
he had purchased the building with cash and it was his understanding that the taaces would be paid at
the time of closing. He said that he would need to follow up to determine whether they had been
paid. As far as the building permit, he was told that the single pernut would cover all of the work
that he would need to do with the exception of the mechanicals.
Ms. Moermond asked Mr. Ruoho what his plans were for the property. Mr. Ruoho responded that
he had used his retirement savings to purchase the building and planned to keep it as an inveshnent
property. He stated that he was a cazpenter by trade in addition to working as a realtar appraiser; he
believed he should haue the project completed by the end of May. He also indicated that he had
families who were ready to move in once the project was completed.
Susan Tietjen, appeared and stated that she owned and operated a massage therapy business in the
building across the street from this residence. She had operated her business from this location for
the past five years and experienced the negative behavior of the previous tenants. The previous
tenants threw trash everywhere which they never cleaned up; operated a drug house out of this
location; and she believed the Strike Gang Task Force conducted a raid on the property. She
wanted to ensure that the new owner would hold the tenants accountable to being good, responsible
neighbors.
Ms. Moermond read into the record letters she had received from the following conceming past
behavioral issues with the tenants at the property: 1) Community Design Center of Minnesota, 731
Seventh Street East; 2) Kristenza Nelson, 653 North Street; 3) The Stutzman Group of Dayton's
Bluff, 619 Bates Avenue; 4) Cliffard Carey, 635 Bates Avenue; 5) Wes Linstrom, Swede Hollow
Cafe, 725 Seventh Street East; and 6) Kim and Rene Lerma, 613 North Street. Said letters are
attached and made a part of these minutes.
Ms. Spong noted that over the years, there had been a large number of properties that had been
substantially restored to the original character. The Home and Garden TV channel was also
scheduled to begin working on restoring Kristena Nelson's home which she was awarded through a
Restore America Grant. She was concerned that if this property did not have the same level of
rehabilitation, that it could become a vacant building again. She indicated to Mr. Ruoho that he
could remove the vinyl siding as most of the buildings were layered with asphalt shingle and the
original clapboard was generally underneath the asphalt shingle.
Mr. Magner asked Mr. Ruoho whether he had hired subcontractors to do the mechanical work
including the electrical, plumbing, and heating. Mr. Ruoho responded that he had talked to two
heating contractors and was waiting to receive the bids. As far as the electrical, the inspection
report did not indicate that any major electrical work needed to be done so he was waiting to obtain
a bid for that. He had also contacted Martin Plumbing to do the plumbing work. Mr. Magner
indicated to Mr. Ruoho to be certain that the contractors obtain the necessary permits prior to
commencing any repairs to the building.

Ms. Moermond asked Mr. Magner whether he had confirmed that the property taaces had been paid.
Mr. Magner responded that he would need to contact Ramsey County as one program indicated that
the taaces had been paid and another program indicated that they had not.
Ms. Moermond asked Mr. Ruoho how much money he estimated it would cost to complete the
rehab; how much he had already spent; and what the purchase price of the building was. Mr. Ruoho
responded that he believed it would cost him between $80,000 to $100,000 to complete the rehab;
he had put in approximately $40,000 so faz; and he believed he had paid $75,000 to purchase the
property. He expected the property to appraise out at $310,000 when the project was completed.
Ms. Moerxnond asked Mr. Ruoho who the tenants were that he had ready to move into the property.
Mr. Ruoho responded that he had two other duplexes that he owned and he had three different
contractars whom he had worked with and their families who wanted to move into this building.
One of the properties he had rehabbed and sold and his sister and his nephew were living in the
other property.
Ms. Moermond asked Mr. Ruoho whether he conducted tenant screenings such as criminal
background checks, and credit checks prior to renting out his properties. Mr. Ruoho responded that
he did do criminal background checks; however, these were friends that he had known a long time
and were reputable people.
Ms. Moermond suggested to Mr. Ruoho that he contact Ruth Ann Eide at FORCE to obtain sample
leases and to come up with a long-term management agreement on how he would manage this
property so that the neighborhood did not experience the previous problems with this property.
Mr. Magner said that staff would recommend that there be a management agreement, or plan, for
maintaining this property and eliminating the nuisances that had occurred in the past. He suggested
the owner wark with Ruth Ann Eide at FORCE, work with the Minnesota Multi-Housing
Organization, and attend Landlord 101 training.
Mr. Ruoho stated that he was interested in removing the vinyl siding from the building and restoring
the original boards. Ms. Spong stated that she would provide him with contact information with a
non-profit organization to assist with restoring the design of the original structure.
Ms. Moermond stated that in arder to grant the time to complete the repairs, the following must be
received by Apri130: 1) a work plan done in accordance with the team inspection report; 2)
financial documentation indicating the financial wherewithal to complete the project; 3) a
management plan; 4) attend Landlord 101 training; 5) meet with the Dayton's Bluff District 4
Community Council on expectations for the property; and 6) a letter indicating the funds being
dedicated for the rehabilitation of this property.

I am writing to express Community Design Center's concerns regarding the property at
683-685 North Street.
This is a concern because our organization operates a youth program focused on
outdoor activities relating to gardening and environmental improvement. During the
summer months, we have 42 youth involved in these projects. Many activities occur
outside our office just across the street from 683-685 North Street. In the past, renters
and/or their guests have engaged in criminal activities (e.g. weapons, drugs,
prostitution) that compromised the safety of youth in our program. These problems
have been stressful and detrimental to all concerned.

I have been a resident at 653 North Street forten years. The property at 683-685 North Street has
consistently been a serious problem. Over the past decade we have had to deal with a variety of issues
that drew a straight line to 683-685 North Street. I have been a first hand witness to several blatant drug
deals, prostituYes, johns and speeding cars. Desperate for crack-cocaine a man walked into my tenants'
apartment begging for money. At the height of the last absent landlord our home was not only broken
into twice but actually had a bullet go through the front of the house and two interior walls. I was eight
months pregnant at the time. We were lucky no one was injured or killed.
After the FBI raid and final condemnation of the building we could not believe how quiet our street
beca me.
I am a landlord. I am not anti-rental property, but this specific property has routinely been home to one
lowlife after another, felons, users and pushers. Who ever takes on this property faces huge challenges
to bring it up to any acceptable living quarters. We cannot have more of the same.
The two blocks that make up North Street are home to 18 children under the age of 10. Our children
deserve to be able to play in their own yards. Please do not allow 683-685 North Street to once again
jeopardize the fabric of this neighborhood.

The Stutzman Group of Dayton's Bluff LLC owns and operates the Stutzman Building
at 725-733 East y` Street immediately across the street from 683-68g North Street. We
have a miYed-use building with tenants that include the Swede Hollow Cafe, a local
non-profit with programs that serves children in elementary school-high school based
out of their office, and apartments that include two rent-controlled units cunently
occupied by single women.
The property at 683-685 North Street, when occupied, has been one of the most de-
stabilizing in the area, attracring litany of serious police actions. It has required almost
constant monitoring and reporting of behavioral issues by those of us seeking to
maintain a peaceful and stable environment in the community.
We fear that the current owner may have a business model similar to several recent
owners, and that if permitted to proceed occupy�'ng the building without significant
repairs, will rent to tenants who will make it difficult for us to rent to and maintain
good tenants.
Although we would generally welcome investment into properties adjacent to ours, we
aze concerned the current owner is gto put another band-aide on this problem.
We ask that the city does not allow ork to continue on the property until the owner
has demonstrated the intent and the finazicing to complete adequate repairs.

I have lived around the comer from 683-685 North Street for almost 30 years_ In that
time I don't believe anyone has made a significant investment into the propetty. In the
past 15 years I've seen a general decline in the quality of management and an increase in
the level of nuisance behauior from building tenants.
Tlus includes disturbing the peace at atl hours of the day and night; dangerous animais
off leash; belligerent and aggressive beha�ior; prostitution; and domestics. Neighbors
have endured hearing shots fired on Christmas morning; wiinessing the FBI searching
cars parked at t�at address; and later, a raid involving a dozen or more officers with guns
drawn. That last raid resulted in federai dmg and guns charges for some of the tenants in
the building and finaliy, the buildings condemnation.
This building requires serious repair both inside and oirt. I have been a carpenter far over
35 years, have been thmugh 683-685 North Street on several occasions, and l�ave been
forced to admit that I could not get the building into a condition suifable to attract
responsible tenants for anything close to a break-even cash flow. I do not bslieve tfie
current owner can either. Please require a carefully construed, finaaced, and mo�tared
repair plan that will not leave neighbors subject to ongoing instabitity in the community
generaYsd from this address.

I strongly request that you require a sound and appropriate financing plan for the above-mentioned
address as anything sort of this mandate would resuit in severe consequences for a neighborhood that
continues to face challenges with biighted structures.
I currently live neut to a property that was very simiiar to what i expect 683 and 685 North to be — a
property that requires vast amounts of capital and care to succeed.
When such properties have neither capital nor care, the result is a blighted structure that can sever a
neighborhoods ability to u�ite and maintain any semblance of community.
As the current property owner has disregarded, avoided and ignored repeated attempts by city officials
to correct unauthorized work on the structure, what then should be expected 'rf quality of life issues
surface within our community? What is to be expected from this property owner as a landiord if <he>
has little to no regard for the city's rules and regulations?
When I first moved into the neighborhood, 683 and 685 north was the single most disturbing property.
Aside from the intimidating stares from the building occupants, the structure does nothing to reflect the
neighborhoods vitality.
if you look up and down North Street, you will find people working on their homes and children playing
in their yards. Nothing destroys this more than a property that, when Ieft unchecked, invites nuisance
and concem.
