Regenold be permitted to install and operate a 34-car private off - street parking lot in conjunction with proposed apartment buildings on the west side of Chatsworth Street between Blair and Van Buren Avenues, on property described as Lots 1, 29 3, 129 139 149 15 and 16 of Stower's subdivision of the south one -half of Lot 21, Hall's Addition to Hyde Park, and the east 10 feet of Lot 9 and all of Lot 8, Block 19 Stoll's Addition, in accordance with final plans approved January 21, 1960, and subject to compliance with the provisions of all ordinances governing the operation of parking lots, and to the further condition that sidewalks abutting said premises be kept clean and free of ice and snow at all times. Regenold fora permit to install and operate a 34 -car private off- street parking lot located on the west side of Chatsworth between Blair and Van Buren. The legal description is: Lots 1., 2, 3, 12, 13, 14, 15, and 16 of Stower's sub- division of the south one -half of Lot 21, Hall's Addition to Hyde Park and the east 10 feet of Lot 9 and all of Lot 8, Block 1, Stoll's Addition. The property under consideration was zoned '1B" residence at the time of the adoption of the Zoning Ordinance in'1922.and has remained as such un- til September 5, 1959, ,at which time the Council rezoned the property from "B" to "C" residence. The property is presently vacant; and the applicant proposes to develop same with three 2 -1/2 story 11 -unit apartment buildings and 34 private off - street parking spaces accessory thereto. The site is "L" shaped- and has a frontage of 220. 18 feet along Van Buren Avenue, 126. 92 feet along Blair Avenue, and 265.27 feet along' Chatsworth Street, resulting in a total area of approximately 43,400 square feet:.` The Adjacent land uses are: west and adjoining are relatively new single - family residences that front on both Blair and Van Buren Avenues; south and across Blair are also new single- family residences which front on this street; north and across Van Buren are new single- family residences which front on Van Buren Street. The plans meet existing standards for parking lot installation. It should be noted that the Board recommends that the, required 12 foot set -back from Chatsworth Street be relaxed to 3 feet. This relaxation would in no way affect any of the adjoining properties and. would provide a more realistic utilization of the property under consideration. The Traffic Engineer has approved the plans as they pertain to traffic movement. The proposed de_ - velopment generously meets the recommended standards for density and building ground coverage. Field investigation discloses no basic objection to the parking lot installation as proposed in the applicant's plan. In consideration of the above factors; the Board of Zoning recommends that a permit to install. and operate a 34 -car private, off - street parking lot on the property under consideration be granted in accordance with the final plans approved January 21, 1960.
