COMMISSIONER
RESOLVED, that a public hearing be held by •and before the
Council of the City of Saint Paul, in the Cotmcil Chamber of the
Uourt House and City Hall, in said City, at ten o'clock a. m. on
December 23, 1960, upon the advisability and necessity of the repair,
replacement, remodeling, or wrecking and removal of the two –story
single family dwelling and the remains of an old barn and shed located
at the southwest corner of Barclay Street and Hoyt - Avenue, Saint Paul,
more particularly described as., subject to Hoyt.-Ave. and Barclay
Str.; part west of Center Line of said Street Lot 2, Ide's Outlots
according to the plat thereof recorded in the office of the Register
of Deeds of Ramsey County, Minnesota, - because said structure is
reported to be dangerous and unsafe to life, limb and adjoining property.

CORFOUTION COUNSEL
There is a two story single family dwelling and the remains
of an old barn and shed at the southwest .corner of Barclay
Street and Hoyt Avenue; which is described as .Subject to
Hoyt Ave. and Barclay Str.; Part West of Center Line of said
Street Lot 2,, Ide's Outlots.
The dwelling is approximately 40 by 40, doors and windows
broken out,- out of plumb, front porch supports removed allow-
ing porch roof to collapse, main roof partially Wrecked, in-
terior walls removed,. dangerous to life, limb, and adjoining
property. It should be wrecked and removed.
The last known record owner is Property Investment Co., Mr.
P. E. Fooshe, 712 Commerce Building, St. Paul 1,. Minnesota.,
Danger Notices have been posted.
Kindly institute condemnation action by setting a public
,hearing date in accordance with Section 1.07 -2 of the St.
Paul Legislative Code..

Dear Members:
You referred to the Building Bureau for investigation and
recommendation, a petition of twenty -nine property owners
requesting that a vacant house at the southwest corner of
Hoyt and Barclay Streets be removed as it has been damaged
and is a moral hazard.
This building is a very substantial two and one -half story
house which has been vacant and boarded up for quite some
time. Vandals apparently have selected this as a center
of operation and the building has been gradually damaged and
dismantled to the extent where it now has become a very dan-
gerous structure.
The porch has collapsed, the garage roof has collapsed, in-
terior walls are being removed and it is in such a condition
now that it is very dangerous.
It is the recommendation of this office that condemnation pro-
ceedings be initiated immediately.
