She stated that they would need approximately four to six months to come up with a redevelopment plan for the area. Ms. Moermond asked if they were considering rehabilitating the property. Ms. Moran responded that they intended to purchase the properties and go through the buildings with a contractor to determine which pzoperties were eligible for rehabilitation. She did not believe this property was a likely candidate for rehabilitation. Mr. Magner stated that Code Enforcement was agreeable to granting additional time to determine what should be done with the properties. He said that he would recommend granting 30 days to have the bond posted, a code compliance inspection completed, permits pulled, a work plan come forward, and the property being maintained. If this was not done within 30 days, he would recommend the building be removed. Ms. Moermond recommended continuing the Legislative Hearing to May 27 to have the code compliance inspection completed. Under Chapter 33.03 of the Saint Pau1 Legislarive Code, failure to obtain a Code Compliance Certificate before occupying the structure may result in issuance of criminal summons. Beriy Moran appeared on behalf of the West Seventh/Fort Road Federarion. Mr. Magner stated the building was a two-story, wood frame, single-family dwelling on a lot of 3,049 square feet and had been vacant since November 17, 2006. A code compliance inspection had not been, the vacant building registration fees were current, and a vacant building re�stration form had been received from the realtor. The $5,000 performance bond had not been posted. On December 18, 2007, an inspection of the building was done and a list of deficiencies which constitute a nuisance condition was developed. An order to abate a nuisance building was posted on January 2, 2008 with a compliance date of February l, 2008. To date, the property remained in a condition which comprised a nuisance as defined by the Legislative Code. Ramsey County Taxation estimated the market value of the land to be approximately $30,900 and the building to be $157,600. Real estate taYes for 2007 were delinquent in the amount of $2,709.00, plus penalty and interest. Code Enfarcement estnnates the cost to repair the building to be more than $50,000. The cost for demolition was estimated to be approximately $8,239 to $11,239. There had also been three summary abatements issued to this property since 2006, three of which went to wark order: to secure the building and the City had to board the building to secure it from trespass, cut ta11 grass and weeds, and an emergency boarding. The realtor on the registration forxn is listed as Dianna Sholz, representing First American REO, agent for the mortgage company. Code Enforcement recommends the building be repaired or removed within 15 days. Mr. Magner presented photographs of the property. Ms. Moermond asked for a report from Ms. Spong. Ms. Spong stated that this building did not have an original building permit and she estimated the building was built in the mid-1880s, Victorian era. From the photographs, it appeared that there was a second story on the front porch that was not original. The exterior had been covered; however, the integrity appeared to be good. There was an upper town survey that had been done by Sazevich; however, none of that information was forwarded to the State database to be able to include that information to SHIPO. Ms. Moran stated that the Federation had made an offer to purchase the property which offer had been countered. To date, she had not heard back on their counter offer; however, expected to heaz sometrung within the next several days. She noted that this property had been owned by the Johnson family and they were hoping that this area would not continue to decline with rental properties. Ms. Moermond stated that a code compliance inspecrion needed to be done and she asked whether Ms. Moran had a copy of the TISH report that was done on July 19, 2007. Ms. Moran responded that she did not have a copy of the report. Ms. Moermond stated that according to the order to abate, it indicated that there was a large hole in the roof and she would need to see the building stabilized in order to recommend granting time. She noted that the property taxes also were delinquent which would need to be paid. She suggested Ms. Maran contact Chase Mortgage directly. No one appeazed. Ms. Moermond recommended the building be removed within 15 days with no oprion for repair.
