COMMISSIONE
WHEREAS, The Commissioner of Public Works has reported, in accordance with
Section 53 of the City Charter, the existence of an emergency during
the period from November 1 to 15, 1960, which rendered necessary the
employment of certain employees of the Department of Public Works for
more than eight hours per day or forty hours per week in doing the
following work:
Emergency street, building, sewer & bridge repair
Dispatching men for emergency repair work
Dispatching motor vehicles for all emergency
Operating equipment on emergency repair work
Emergency calls for sew(? maintenance
Removing debris from city streets
Tending fires at Asphalt Plant on Sundays &
Taking care of complaints at city yards
Drawing plans & specifications for grading &

Mimeographing grade profiles etc.
Servicing municipal equipment
Making up sidewalk assessments
Inspecting city improvement jobs

And WHEREAS, This emergency arose by reason of the following facts and
circumstances:
Necessity of answering all emergency repair calls, keeping city streets
free from debris, keeping fires at Asphalt Plant continuously, taking
complaints at city yards, completing grading & paving plans, need for
grade profiles and other mimeographed material, completing sidewalk
assessments, keeping city equipment in good running condition and
inspecting work done by contractors on city streets, sewers & sidewalks.
THEREFORE BE IT RESOLVED That the proper
