The property is described as Lots 72, 73, 74 Union Park Addition. On April 13, 1960, Lots 72 and 73 were reclassified from "C" residence to commer- cial district; and Lot 74 was reclassified from "C" residence to commercial di rict on November 29, 1958 for the purpose of developing the property for off-street parking in connection with the Midway Ford Company operation which fronts on Univer- sity Avenue. This site was formerly occupied by four residences which have now been removed for the parking lot development. This is an irregularly shaped tract having frontage on Feronia Avenue and Dewey Street with a total area of approximately 17,650 square feet. North across a ten foot public alley is the applicant's Midway Ford Company; south across Feronia Avenue are single and two - family residences fronting on that street; east and adjoining is a single - family residence owned by the applicant which will later be removed to enlarge this parking facility; west and across Dewey Street are single - family residences fronting on Dewey Street and the Church Home of Minne- sota, a home for the aged, fronting on Feronia Avenue. Field investigation discloses no basic objection to the proposed development. The Traffic Engineer has approved the plans which meet the required standards for this type of facility. In addition to the required standards, the Board of Zoning recommended additional screen planting along Feronia Avenue and Dewey Street. The applicant's plans dated September 12, 1960 indicate they will comply with this recommendation. In consideration of the above factors, the Board of Zoning recommends the grant- ing of the application for a 35 car customer parking lot on the above described property in accordance with the applicant's plan dated September 12, 1960. It is not the intention of the undersigned to object to the grathing of the permit being asked for per se but rather that in the granting of said permit the following safeguards and restrictions be incorporated into the resolution granting said parking lot permit. L. That the curb line against whioh oars will be parked on the perimfiter of the property to be used for said parking lot be established no nearer the property line than four (4) feet. II. That said curb to be installed shall be of a permanent poured concrete type and not of pre -oast concrete which is moveable and that said ourbing shall be a minim= t height of eighteen (18) inches above finished grade. The granting ti of the parking lot permit will for all praotical purposes make the present alley a private drive for applicant and as applicant is the owner of all the property abutting said alley with the exception of one legal desoription it will cause no one any hardship to have said alley vacated and the vacation of same will place it back on the tax rolls to the benefit of the City as a whole.
