O'Connell City Clerk Building Dear Madam: -This is in the matter of the application of John J. Sullivan for a permit to install and operate a 35 car private parking lot in conjunction with two 17 unit apartment buildings`to be erected on property located at the northeast corner of Cypress Street and York Avenue. The property is described as Lots 21 thru 27, Block 73, Dawson's Earl Street Addition. The zoning is light industry and has been since the adoption of the Ordinance in 1922. The site is' presently vacant and the applicant proposes to develop it witb'two 17 unit 2J story brick veneer apartment buildings with off- street parking for 35 cars. This property has a frontage of 265.5 feet along un- improved York Avenue and 125.2 feet along Cypress Street, resulting in a total area of. approximately 33,240 square feet. East and adjoining is a vacant lot, farther to the east are single- family residences which front on unimproved York Avenue; north and across a 20 foot public alley are single - family residences fronting on Sims Avenue; west and across Cypress Street is a seven -unit apartment building recently constructed which fronts on Russell Street, also a single- family residence fronting on said street; south and across unimproved York Avenue are the Minnesota Mining & Manufacturing Company machine shops which lie approximately 50 feet below the grade of the property under consideration. The Traffic Engineer has approved the plan which meets the requirements for this type of facility. The proposed development meets the recommended stand- ards for building coverage and density. Field investigation discloses no objection as the land is zoned light industry and the proposed development will provide a buffer between the residential development to the north, and the industrial uses to the south. In consideration of the above factors, the Board of Zoning recommends the granting of the application for a 35 car private parking lot on the above described property in accordance with plans approved September 15, 1960.
