at the southeast corner of Western and W. Geranium Aves., also described
as Lots 17 and 18, Block 18, Auerbach and Band's Addition; AND application
of Cleon Garley for permit to install and operate 11 -car private parking

Dear Madam:
This is in the matter,of (1) an appeal to extend a use permitted on a
portion of a tract to the entire site, and (2) an application for a permit
for an 11 car private parking`lot on property located at the southeast
corner of Western and West Geranium Avenues. The property is described
as Lots 17 and 18, Block 18, Auerbach and Hands Addition.
The westerly 100 feet of this site is zoned commercial, and the remainder is
"Bt1 residence and has been since the adoption of the Ordinance in 1922. The
major part of the property is vacant, but approximately the east 40 feet is
developed with an old, sub - standard single - family residence which fronts on
Geranium Avenue. The applicant proposes to remove the existing residence and
to develop the property with a 2J story eleven unit apartment building with
eleven off-street parking spaces accessory thereto. The property has a front-
age of 85 feet along Western Avenue and 132 feet along West Geranium Avenue,
resulting in an area of 11,220 square feet. Because of the mixed zoning,
Council permission is required for this development.
The Traffic Engineer approves the parking lot plan which meets the required
standards for this type of facility. The recommended standards for density
and building ground coverage are also met. Field investigation discloses
that the entire surrounding area is developed with single- family residences,
many of which have been recently constructed.
The Board of Zoning considered this matter at their regular meeting on
September 15, 1960. Some of the members felt that inasmuch as the major
part of the land was zoned commercial, the appeal and permit should be granted.
However, the others were of the opinion that to .permit the erection of an
apartment building in this area would be detrimental to the existing uses
and would not be in keeping with the purpose and intent of the Ordinance.
These differences of opinion resulted in a tie vote by the Board and,
consequently, no recommendation is being submitted on this matter.
