This letter comes as a result of a meeting of the property owners and citizens
of the so- called "Rondo Area" held on Sunday, September 49 19609 in Fellowship
Hall of Pilgrim Baptist Church.

The group elected Mrs: Alice Onque chairman and proceeded to discuss the seven
proposed sites outlined by the Housing Redevelopment Authority for the area.
After thorough discussion, the group voted unanimously to urge the City Council
to vote against the following sites to be considered on Tuesday September 6th,
1,. Nambee - Mackubin and St. Anthony (adjacent to the Hollow Playground.).
�e site should be left unmolested so that future expansion of "The
Hollow" for playground purposes may be possible.
29 Number 10 - Lexington and Iglehart area. This site should be left un-
molested to make possible future extension of the Oxford Playground.
The citizens would like to have the Oxford Playground extended westward
to Lexington and southward,
3: Number lZ - Marshall and Victoria. We have been informed for years that
this site is reserved for a library. No citizen displaced by the freeway
could purchase this site because of "reservation for the library". We
need and strongly urge efforts toward use of this site for a library.
In addition, we voted to accept the remaining four sites in the area as proposed;
namely, noambore 7, 8, 11, and 13 and to reaffirm our support for biblic Housin .
We feel certain that we have the thoughtful consideration of the ful]. Council and
that you will vote unanimously to support the wishes of the citizens of the comL-
munity affected.

On May 11, 1960, we addressed a letter to your Honorable Body request-
ing your approval of sites for proposed low -rent housing projects. In
order to permit us to proceed with the development.of low -rent housing
in Saint Paul, we request your early consideration of the following two
projects:
Minn. 1 -4 John J. McDonough Homes Addition
Minn. 1 -5 Rondo Freeway Sites and the
Eastern Redevelopment Project Site

We are enclosing drafts of City Council resolutions as prepared by our
General Counsel, for review by the Corporation-Counsel of the City of
Saint Paul.
The Public Housing Administration gave tentative approval of these sites
on or before May 3, 1960. However,. the PHA directed us to secure the ap-
proval of the Minn. 1 -5 and Minn. 1 -6 sites by the City Council before pro-
ceeding with the preparation of plans. Our agreement with the PHA regard-
ing these sites, expires on August 16, 1960 and we do not wish to jeopard-
ize the allocation of such public housing units to Saint Paul by failing
to receiv your,approval by this date.

A meeting of citizens of this community was held
on Sunday September 18, 1960 to discuss the housing
situation in the area. Several recommendations were
made and approved at this meeting. I feel you would
appreciate knowing what they were and also there is
evidence of unanimity of thinking among a large seg-
ment of the population of this area.
The recommendations were:
1. We strongly urge that the area of row
houses on the north side of Central
Avenue between Grotto and St. Albans
streets be acquired and developed for
public housing.
2. We further recommend additional sites
if possible.
3. We strongly reject two of the sites men-
tioned; specifically Site 9, Mackubin
and St. Anthony (adjacent to the Hollow
Playground) and Site 10, Lexington and
Iglehart (adjacent to the Oxford Play-
ground). Whether there are plans now
or in the immediate future or none at
all the citizens want this land unmo-
lested so that it will be available for
future recreational purposes.

1. We recommend that the following two sites be rejected:

4.. Because of our belief in the principles of Public Housing we
recommend that Public Housing be extended not only in the so-
called "Rondo Area" but throughout the City of St.. Paul..

Re: Public Housing
Dear Sirs:
Our only purpose, herein is to prove beyond a shadow of a doubt that
St. Paul has no legitimate need for additional "Public Housing ".
1. Every individual and family in St. Paul are now living
in a housing unit of their own selection, after
opportunity of inspecting many other For Rent Units.
2. St. Paul not only has housing for every one, but it
also has an estimated 10% to 15% vacancy in the
privately owned inexpensive rentals.
3, The privately owned inexpensive rental property is good
housing and must meet the requirements of the Housing
Code of St. Paul, and is priced in a highly competitive
free market, which guarantees reasonable values.
4. The population of St. Paul is static, however, new housing
units being built greatly exceed the old units being torn
down or otherwise taken out of the rental market, which
means that our vacancy rate will continue to increase,
even if no more Public Housing units are built.
5. Therefore, there is no need for additional Public Housing
Units, inasmuch as our Private and Public housing, now
house all our people adequately at reasonable prices in
a buyer's market.
6. It is reported that the Public Housing Authority have some
1500 applicants for public housing and that approximately
95% would likely qualify. All of the people represented by
these 1500 applicants now are living in housing of their
own selection, and have thousands of privately owned for
rent units to select from, if they wish to move.
4 The great bargins in renting units which public housing
offers, entices many tenants to apply for Public Housing,
because the approximate 65% saving on their rent, gives them
more money to spend on other things, so they sweep their
pride and dignity and independance under the rug and take
subsidized housing, not fully realizing its real cost to
them and their children, in loss of self respect, initiative
and that will to stand on ones own two feet, which made
America great.
8. Public housing was never intended to house all welfare
clients, but only those who could not get suitable privately
owned housing. It was originally intended only for the
needy, but now it has been perverted to "Welfare State"
purposes, which pleases those who seek something for nothing.
One large United States city was found to have thousands of
City Firemen and Policemen occupying Public Housing, after
qualifications for entry to Public Housing had been lowered.

Continued:
9. The general practise in our "Public Housing" of renting,
three room Private Bath Apartments to one person for as
low as $19.00 or $29.00 a month, when this size of
apartment could house three or four persons, is just
one example of the waste of our Public Housing buildings.
In this way we would waste three buildings out of four or
two buildings out of three, or one building out of every
two buildings, depending upon the occupancy. We believe
there may be many other wasteful practises, but financial
and other reports requested, have not been obtainable
to date. All one person tenancy, occupying three room
apartments, should be ordered out.
10. Just try to imagine the disasterous effects on the
inexpensive Private rental industry if St. Paul built
1500 more Public Housing Units and rented them to the'
1500 applicates they allege to have, thus moving 1500
renters out of the Privately owned renting units. This
would mean 1500 more vacancys than we now have and would
mean less Rent Income, forecloseures, distress selling
and would create new slums and less tax income to St. Paul
and heavy losses to the small Rental Property owners.
11. It is unjust to use Public Housing to destroy Private Rental
Housing,'especially when Public Housing uses our taxes to
build them, which Private Rental and other real estate
owners pay the Lions share of.
12. It is unjust competition when Public Housing pays only
1 /7th as much Real Estate taxes, and is also subsidized
by the Government, in many other ways. If our City
Government needs 31% more taxes in three years than we
are now paying, they better not kill the Goose that lays
the golden egg. Every dollar Public Housing doesn't pay,
which it should, must be made up by all the other tax payers.
13-: Public Housing is a financial and social failure and has
perhaps done more harm than good and has the power, if
enlarged, to destroy a great basic industry, (the Private
Rentals), and many tax payers unable to afford new housing
themselves, must pay taxes for new housing for welfare
clients and others.
We sincerely hope our City Government will make a thorough study of
this entire matter before ordering any more Public Housing for St. Paul
as we are sure there is no legitimate need for additional units and in
fact, will be distructive and an overall detriement to our ecconomy.
Before building any more Public Housing, the voters, who must pay for
it through increased taxes have the moral and constitutional right to
say yes or no and we hope you will see to it, that they have that
opportunity.
