newspaper and radio advertising, posting and printing of posters, all
necessary and incidental to the publicity for entertainment given Jat
the Municipal Auditorium, upon receipt of requisitions from the Bureau

competitive bids as these are purchased from only sources of-supply
and no advantage could be gained thereby.
