08-384SUSPENSION 4/02/2008 RESOLUTION Resented by Council File # 08-38�4 ' Green 5heet # 3051790 Resolution Opposing the Extension of Hours of Operation for Licensed Liquor Establishments for the Republican National Convention 1 WHEREAS, the Minnesota Legislature is currently considering legislation that would allow for licensed 2 liquor establistunent to remain open until4 a.m. within 10 miles of the E�ee�Energy Center for the 3 Republican National Convention (RNC); Xcel 4 6 7 9 10 11 12 13 14 IS 16 17 18 WHEREAS, the Minneapolis-Saint Paul region was selected for the RNC based on the quality of its facilities and the nature of the competitive proposal submitted, not on bar hours; and R'HEREAS, the 10-mile distance is an arbitrary line that is not related to any current convention planning efforts; and WHEREAS, late night bar hours adversely affects the quality of life in many of our neighborhoods; and WHEREAS, extending bar hours would likely place an additional strain on law enforcement personnel. Now, therefore BE IT RESOLVED, that the Saint Paul City Council respectfully requests that the legislature not enact special legislarion permitting licensed liquor establishments to xemain open later fox the RNC or any other special event. The 2008 Republican National Convention will be the largest event Saint Paul has ever hosted and only the Olympics attract more media attention than a national political convention. The Convention presents Saint Paul an unparalleled opportunity to showcase our region to the world. In the run-up to last Wednesda�'s City Counci] meeting, we shared our concerns about public safety costs and potential neighborhood impacts of extending bar close unti14:00 a.m. during the convention. In addition, I stated my concern about putting Saint Paul's restaurant and baz owners at a competitive disadvantage with other entertainment venues in the azea, and I expressed hope that the Legislature could craft compromise legislation. As you know, the Minnesota Legislature heard our concerns and went back to the drawing board. They made changes To and are likely to pass legisiation which will allow licensing jurisdictions within the 7 county metropolitan area to issue special permits for service of alcohol through extended hours lasting unti14:00 a.m., beginning at I2:06 p.m, on August 31, 2008 and ending at 4:00 a.m. on September 5, 2008. The legislation allows cities to issue permits and charge a fee up to $2,500 to operate with extended hours and may limit approval to specified geographic, zoning or license classificafions. By narrowing the rime fraxne ofthe extended hours, by giving the City of Saint Paul the authority to issue special permits for up to $2,500 per permit, and by allowing the City to lunit approval to specified geographic, zoning or license classifications, the compromise legislation reduces public safety costs and provides Saint Paul flexibility and control to address potential neighborhood impacts. � ou���� The City of Minneapolis officially supports this compromise leb slation. If Minneapolis authorizes 4 a.m. bar close and Saint Paul stays at 2 a.m., Saint Paul's restaurant and bar owners will be put at a competitive disadvantage. The Republican I�Tational Convention is an opportunity of a lifetime. Saint PauPs restaurant and baz owners deserve to be afforded the same opportunity to benefit from the 45,000 visitors, including 15,000 members of the national and intemational media expected to fill over 17,000 hotel rooms in Saint Paul, Minneapolis and Bloomina on, and event venues all around the metro area.
