The County Welfare Board, at its meeting on September 13,
1960, instructed me to submit to you and to Members of the City Council. and
Ramsey County Board of Commissioners a report of the he
needs for
General Relief for the last four months of 1960, and to request the transfer of
funds from balances in the General Contingent Account to meet these require-
ments.
The average monthly case load for the first eight months of
1959 was 1722 and for the first eight months of 1960, 1729, or a very slight
increase over 1959. However, expenditures for the first eight months in 1959
were $1, 398, 6.90. 00 and for the first eight months of 1960, $1, 374,498. 00,
or $24, 192. 00 less than 1959, although the average case load is slightly higher.
The total expenditures for General Relief for 1959 was $Z, 013, 806. 00,
and the 1959 appropriation was $1, 650, 000. d0 so that the additional monies ex-
pended over the appropriation was $363, 806. 00. The transfer of these funds was
approved by the City Council and the Board` of County Commissioners upon the
request of the Ramsey County Welfare Board.
You will recall that the appropriation for General Relief for 1960
was reduced to $1,400, 000- 00. This was done because at the time the budget
was prepared, the predictions were for an upturn in production and jobs and the
need for general relief funds would be substantially reduced. This did not occur.
As a matter of fact,._ the number of unemployed in St.. Paul reported in August,
1960, was 7100, as compared to 5900 in August, 1959. August unemployment
for the Twin City area, which includes Washington County, as well as Hennepin
and Ramsey counties, shows 20, 300 in 1960, as compared to 17, 800 in 1959.
If the same trends continue for the last four months of 1960, it is

estimated an additional $650, 000.00 will be needed which would make the total
expenditures for 1960, $2, 024, 498. 00, as compared to $2, 013, 806.00 for 1959.
The Board requested your approval for the following method of meeting these
General Relief requirements:
Received as reimbursement from the St. Paul Clothing
Center (unanticipated cash received in 1960) $19,983.90
Excess collections from other Minnesota Counties $30,000.00
$49,983.90
Balance in Contingent Account
$583,911.35
At the time the 1961' budget was submitted, there was $641,405. 09
in the Contingent Account. The City Council and the Board of County Commissioners
set aside $100, 000. 00 to be used to reduce the City and County share of the 1961
appropriation, leaving $541.,405.09 in this account. Since that time, there has been
transferred to the General Contingent Account $42, 506.26 from the 1959 unused reserve,
leaving a balance of $583,.911. 35 in this account. Cash Receipts in other Public
Assistance categories appear to exceed the estimates made when the 1960 budget
was estimated in July, 1959, so that it may be possible to meet part of the General
Relief deficit by transfers within this Department at the end of the year. However,
the availability of these funds will not be assured before the end of the year. In
view of the fact that part of the deficit in the Direct-Relief funds may be met in
this manner, the County Welfare Board is requesting transfer of $400,000. 00 from
the Contingent Account to the Direct Relief account at this time and the approval of
the use of excess receipts in the amount of $49, 983. 90, making a total, of $449, 983. 90
to be added to the General Relief account.
At the end of October, a further report will be made to the Ramsey
County Welfare Boardr the City Council and the Board of County Commissioners
of the status of the Direct Relief account. If it is necessary to transfer additional.
funds, the request will be made at that time.
The Ramsey County Welfare Board respectfully requests your approval
of these transfers.
