MINNESOTA FINANCIAL CRIMES TASK FORCE
JOINT POWERS AGREEMENT
This Joint Powers Agreement ("AgreemenY') is entered into this 1 st day of December, 2007,
by and between the Minnesota Financial Crimes Task Force ("Task Force") and, St. Paul Police
Department, a participating agency in the Task Force ("Participating Agency').
WITNESSETH
WHEREAS, St. Paul Police Department is a Participating Agency in the Task Force; and
WHEREAS, the Participating Agency has assigned one or more of its law enforcement
officers for duty at the Task Force in accordance with Minn. Stat. 299A.681 and Paragraph I. of the
Memorandum of Understanding Organizing the Minnesota Financial Crimes Task Force
("Memorandum of Understanding"); and
WHEREAS, the Task Force and the Participating Agency have entered into this Agreement
to document the terms and conditions relating to the Participating Agency's assignment of law
enforcement officer(s) for duty at the Task Force and reimbursement for related costs and expenses
thereof.
NOW, THEREFORE, it is agreed and understood as follows:
I. ASSIGNMENT OF PERSONNEL TO TASK FORCE
A. The Participating Agency hereby assigns the law enforcement officer(s) identified in
Exhibit A, which is attached hereto and incorporated herein, for duty at the Task Force as provided
for in Paragraph VII. of the Memorandum of Understanding. The duration of the assignment and
amount of time that such assigned law enforcement officer(s) shall dedicate to duty at the Task
Force, is also described in Exhibit A. The Participating Agency shall, as part of the assignment,
provide a vehicle for each law enforcement o�cer(s) assigned for duty at the Task Force. The
Participating Agency agrees that, except for exigent circumstances, the law enforcement officer(s)
assigned for duty at the Task Force will not be recalled for duty at the Participating Agency.
Notwithstanding the foregoing, the Participating Agency may recail the assigned law enforcement
officer on 30 days written notice to the Task Force. The Participating Agency understands and
agrees that pursuant to Paragraph VI I. of the Memorandum of Understanding, the assignment of law
enforcement officer(s) is at all times subject to the approval of the Commander who may, at his/her
discretion, revoke the assignment of the law enforcement o�cer(s) with 30 days notice to
participating agency .

B. The Participating Agency understands and agrees that while its law enforcement
o�cer(s) is assigned for duty at the Task Force:
1. The assigned law enforcement officer(s) shall remain an empioyee of the
Participating Agency during his/t�er assignment of duty to the Task Force; and
2. The assigned law enforcement officer(s) shall be covered by worker's
compensation coverage provided by the Participating Agency; and
3. Other liability arising from the activities of the assigned law enforcement
officer(s) on the Task Force shall be the responsibility of the Participating Agency.
The Participating Agency further agrees that the vehicle provided for the
assigned law enforcement o�cer(s) shall not leave the State of Minnesota and is not covered by an
insurance policy.
II. REIMBURSEMENT GRANT
To help defray the cost of the assignment of the law enforcement o�cer(s) to the Task
Force, the County of Anoka, the Fiscal Agent for the Task Force has received a grant (Minnesota
State Auto-Grant No. 2008-ATP-00251, Awarded August 22, 2007). The County of Anoka shall
from the proceeds of said grant reimburse the Participating Agency in the amount specified in
Exhibit A. Disbursements to the Participating Agency shall be made on a quarterly basis through
Anoka County as fiscal agent. Disbursements of the reimbursement grant shall only be made for
the periods that the assigned individual is on duty at the Task Force and approved by the St. Paui
investigator's supervisor and the MNFCTF Task Force Commander.
111. NON-TASK-FORCE EMPLOYEES
The Participating Agency agrees that all officers assigned and selected for duty at the Task
Force shall remain an employee of the Participating Agency. The Participating Agency shall be
responsible for and provide compensation, personnel evaluations, grievances, and merit increases
for each assigned law enforcement(s) officer assigned for duty at the Task Force. The City of Saint
Paul is self-insured and does not carry insurance on its employees or vehicles. Furthermore, the
Participating Agency understands and agrees that the law enforcement officers assigned to duty at
the Task Force shall not, for any reason, be considered employees of the state or of the Task Force.

The attached resolution would authorize the Police department to enter into a joint powers
ab eement to participate in the MN Financial Crimes Task Force. Anoka Counry has a grant that
would pay for a SPPD officer's time that works on the task force. A second green sheet will be
needed later to establish a financina and spending plan for this aa eement. However, this
resolution would not require a public hearing.
This proposal seems reasonable and I recommend signing.
