Dear Madam:
This is in the matter of the application of the Ryan Construction Company
for a permit for a parking lot,on property located on the south side of
Conway Street between English and Etna Streets. The property is described
as the west 840 feet of the north 290 feet of Lot 1, Block 9, Eastview
Addition No. 5. 1
In March of 1956, this property was rezoned from "A" residence to a commer-
cial district for the purpose of constructing a shopping center on the site.
The,property is now being developed with a super- market for which the applicant
proposes to install and operate an off - street parking lot to accomodate 336
cars and loading and unloading facilities. As the shopping center expands,
as is anticipated, additional off-street parking will then be provided.
The property under consideration has a frontage along Conway Street of appro-
ximately 846 feet and 290 feet along the proposed realignment of Etna Street,
resulting in an area of approximately 245,340 square feet, or 5.63 acres.
South and adjoining is additional vacant land, zoned commercial, which will
later be used for the expansion of the shopping center; east and adjoining
will be the new alignment of Highway #212; west and across an unimproved
public alley is vacant land, zoned ' °A" residence, which fronts on English
Street; north and across Conway Street is vacant land which is zoned "A"
residence, "C" residence and commercial.
The Traffic Engineer approves the plan which meets the required standards
for this type of facility. In addition to meeting the required standards,
the applicant is providing catch basins to handle the surface water run -off
on the impervious surface. Field investigation discloses no objection
as this proposed development is being constructed in such a manner that it
should not be detrimental to the adjoining residential properties.
In consideration of the above factors, the Board of Zoning recommends the
granting of the permit for a 336 car customer parking lot on the above
described property in accordance with plans approved August 18, 1960.
