Concrete to be placed for the most part above the present elevation of roadway east of bridge. Temporary grade purposely held low. Attached action rescinds order of small extent and places under one order all the assessable paving and grading from James to Otto. The heavy grading now being done between Randolph and Sumac is not to be assessed. A hearing and final order can then be considered as a unit from the end of the present paving to Otto.
