The property is described as Lots 2l, 22, 23, 24, 25, and the west 12 feet of Lot 26, also all of the vacated alley adjoining Lot 25 on the west; Windsor Square, On October 6, 1959, the Commissioner of Finance reported a sufficient petition to reclassify all of Lot 25, the west 12 feet of Lot 26 and the east one -half of vacated alley adjoining Lot 25 from "B" residence to "C" residence. On March 15, 1960, the petition to reclassify Lots 21 through 24 and the west one -half of vacated alley adjoining from commercial to "C" residence was reported sufficient. The two petitions have been com- bined as one as the lands under consideration adjoin each other and are under one ownership. The Commissioner of Finance further reports that the owners of 14 of a possible 19 (73%) tracts of land within a 100 foot radius have signed the petition. Lot 21 is presently occupied by a vacant one -story frame building which will be removdd. The remainder of this tract, is vacant land, having been recently filled to the grade of the adjoining streets. The applicant pro- poses to develop the site with two eleven -unit apartment buildings with the required off-street-parking accessory thereto. The property under consideration is "L" shaped with a frontage of 152.3 feet along Arkwright Street and 159 feet along Magnolia Avenue. It has a depth of 123 feet -from Magnolia Avenue and a 100 foot depth from Ark- wright Street resulting in a total area of approximately 22,194 square feet. North across Magnolia Avenue is vacant land; south and adjoining is a single-family residence fronting on Arkwright Street, also vacant land across an unimproved public alley; east and adjoining is vacant land; west across Arkwrigbt Street is a 2J story apartment building which fronts on Arkwright Street. Field investigation discloses no basic objection to this reclassification as it will be an upgrading of the major part of this tract which is now zoned commercial. The proposed use will,in no gray be detrimental to the i adjoining properties. The proposed - development meets the recommended J 1 standards for density and building ground - coverage. In consideration of the above factors, the Board of Zoning recommends th granting of the petition to rezone -the above described property from Commercial and "B" Residence to ''C" Residence for the proposed development.
