RESOLVED, that Unit Investment Company be permitted to
install and operate a 37 -car private off - street parking lot
in conjunction with a proposed 37 -unit apartment building on the
south side of St. Clair Avenue between Wheeler and Fairview,
on property more particularly described as Lot 1, Weinhagen
Rearrangement of Weinhagen Place, except the south 100 feet
thereof, in accordance with plans approved March 17, 1960, and
subject to compliance with the provisions of all ordinances
governing the operation of parking lots, and to the further
condition that sidewalks abutting said premises be kept clean
and free of ice and snow at all times.

attached application of Unit Investment Co. for permit to install and
operate a 37-car private off-street parking lot in conjunction with a
proposed 37 -unit apartment building on the south side of St. Clair
between Fairview and Wheeler, on Lot 1, Weinhagen Rearrangement of
Weinhagen Place, except the south 100 ft. thereof, in accordance with
plans approved March 17, 1960.

This is in the matter of the application of the Unit Investment Company for
a permit to install and operate a 37 car private off - street parking lot in
conjunction with a proposed 37 unit apartment building to be constructed on
property located on the south side of St. Clair Avenue between Wheeler and
Fairview Avenues. The property is'described as Lot 1, Weinbagen Rearr. of
Weinbagen Place, except the`soutb 100 feet thereof.
The north 134•feet of the property under consideration is zoned commercial
and the balance "T' residence. Lot 1, Weinhagen Rearr. of Weinbagen Place,
extends from St. Clair Avenue south to Berkeley Avenue. On October 1, 1959,
an appeal was made to the Council to extend a use permitted on part of this
lot to the entire lot, but was later withdrawn due to neighborhood opposition.1
On-December 18, 1959, the Council granted an appeal to extend the commercial
use to all but the south 100 feet of the property. The applicant proposes
to develop the site with a three -story 37 unit apartment building with the
majority of the units being of the two- bedroom type apartment, and 37 off - street
parking spaces accessory thereto. This tract has a frontage of 225.62 feet
along St.Clair Avenue and a depth-of 167.96 feet, resulting in an area of
approximately 37,895 square feet.. The proposed development meets the re-
commended standards for density of 1,000 square feet per unit; it also meets
the recommended building ground coverage standards of not more than 35% of
the site as the proposed building coverage is 28%.
South and adjoining is a single- family residence fronting on Berkeley Avenue;
also 140 feet of lot frontage along Berkeley Avenue which is presently vacant;
east and adjoining is a two - family residence fronting on St. Clair Avenue;
north and across St. Clair Avenue at the corner of Wheeler Avenue is a single -
family home fronting on Wheeler Avenue,, west of this house is'a single - family
residence fronting on St. Clair Avenue, farther west on the north side of
St. Clair Avenue area food and meat market, a construction company office,
a beauty shop and a dry - cleaning establishment; west and adjoining is a new
two and one -half story brick and stucco apartment building which fronts on
St. Clair Avenue, farther west the property along St.Clair Avenue is developed
commercially.
Field investigation discloses no basic objection to the proposed development.
The Traffic Engineer approves the plan which meets the standards for this _
type of facility. ,I
Based on the above factors, the Board,oV Zoning recommends the granting of
the permit for a 37 car off - street parking lot on the above described pro- I(J
perty in accordance with plans approved March 17, 1960.
