CITY OF SAINT PAUL, MINNESOTA

WHEREAS, Assistant City Attorney Terrence J. Garvey has served the citizens of Saint Paul with distinction for over
32 yeazs; and
WHEREAS, Terry was bom and raised in Saint Paul, and �aduated from Mechanic Arts High School, Saint 7ohn's
University, Colleneville, and the University of Minnesota Law School; and
WHEREAS, Terry began his legal cazeer with the Metropolitan Council and then in the Office of the Attomey General
of the State of Minnesota represenring the Deparhnent of Transportation in eminent domain matters; and
WHEREAS, on September 25, 1975, Terry began work with the Saint Paul Housing and Redevelopment Authority
("HRA"), supervising three attorneys and support staff handling municipal redevelopment work including eminent domain and
construction litigation. Among the many matters he handled, he successfully defended the IIRA before the Minnesota Supreme
Court in Sheehv Construction Comoanv vs. the Housine and Redevelonment Authoritv of the Ciri of Saint Paul 31 I Minn. 548,
249 N.W. 2d 460 (1977); and
WHEREAS, state law merged the HRA with the City of Saint Paul in 1977, and as result, Terry become an Assistant
City Attorney in June of 1977, continuing his work for the HRA; and
WHEREAS, from June of 1977 until Januazy 8, 2008, Terry represented various city clients including the IiRA, City
Licensing and, since 1981, the Saint Paul Port Authority. As a consequence he represented the public's interest in a vast number
of the HRA's and the Port Authority's development projects over the last 32 years. He has a state-wide reputation as an expert
in municipal development issues, municipal finance, municipal contracting and eminent domain. His knowledge and judgment
contributed to successful developments throughout the City, and led to other attomeys as well as City and Port Authority staff to
seek him out as a mentor and advisor; and
WHEREAS, in addition to his knowledge of the law, Terry possesses a widely respected and encyclopedic knowledge
of Saint Paul history and Saint Paul personalities; and
WHEREAS, Terry's life represents a kue Saint Paul success story based upon his rise from selling newspapers on the
streets of Frogtown as a boy to become a successful and respected advisor to a generation of Saint Paul leaders; and
WHEREAS, Terrence J. Garvey has given his professional life in the service of the people of Saint Paul by giving
outstanding service and dedication to the City, the HRA and the Port Authority and now leaves effective January 8, 2008, to
take a well-earned retirement.
NOW THEREFORE, BE IT RESOLVED, that the Council on behalf of the people of Saint Paul, expresses its
deepest thanks and appreciation of Terrence J. Garvey, Assistant City Attorney, for an his outstanding and exemplary career in
public service; and

40 BE IT FURT'HER RESOLVED, that the Council hereby declares January 9, 2008 to be "Terrence J. Garvey Day" in
41 the Ciry of Saint Paul in recognirion of his service and his many achievements.
