O'Connell City Clerk Building Dear Madam: This is in the matter of the petition of'the Sterling Industries Inc. to rezone from "B" residence to "C" residence district property located at the northwest corner of Carroll Avenue and Wheeler Street. The property is described`as Lots 1, 2, 3, 4, 5, 8, 9, 10, 11, Block 4, Quinby Park, and Lot 1, Block 5, LoveringPark. On July 10, 1961, the Commissioner of Finance reported the petition sufficient with the owners of 13 of a possible 19 (68.4%) tracts of land within the prescribed 100 foot radius having signed the petition. The property under consideration consists of two separate tracts of land separated by a 20 foot wide public alley. The one parcel is rectangular in shape, having a frontage on Carroll Avenue of 180 feet and 142.3 feet on Wheeler Street, resulting in an area of approximately 25,614 square feet. The other tract is irregular in shape having a frontage on Wheeler Street of 50 feet, and approximately 35 feet on Roblyn Avenue, resulting in an area of approximately 32,766 square feet. The combined area of the two sites is 58,380 square feet. The property is presently vacant and at the street grade of Carroll Avenue and Wheeler Street. The petitioner proposes at this time to develop the tract located adjacent to the northwest corner of Carroll Avenue and Wheeler Street with a 17 unit apartment building with off - street parking accessory thereto. The proposal for the other tract is not known at this time. To the west and adjoining are single - family residences fronting on Carroll Avenue, and single - family residences which front on Roblyn Avenue; directly north and adjoining is the Chicago, Milwaukee, St. Paul and Pacific Railway right -of -way, farther north is the Interstate Free- way #392 right -of -way; east and across Wheeler Street are single and two- family residences fronting on Carroll Avenue; south across Carroll Avenue are single - family residences fronting on said street. The Board of Zoning considered this matter at their regular meeting on October 5, 1961, and because of the proximity of the railrodd, and the fact that the Preliminary Land Use Plan indicates the highest and best use'of the land is for multi- residential development, recommends the granting of the petition to rezone the above described property from "B" to "C" Residence.
