and S.tadia has reported in accord¢nce with 5ection 5�3 of
the City Cha`rter, the existence of an emergency during
the period from October 16 to October 3.1, z96z, which
rendered necessczry the empZoyment of certain emplor�ees
o,f the Department o,f Libraries, Auditorium, �useums and
Stadia for more than eight hours per ddy or f'orty hours
per week in doing the folZowing work:
� Necessarr� for maintenance and operation of parking
at �unicipal S.tadium.
And, WHERE'AS, This emergencz� drose by reason of the following
facts and circumst¢nces:

hereby authorized to pay the empZoyees shown on the attached
