4 WHEREAS, the Council of the City of Saint Paul did approve, upon the recommendation
5 of the Mayor and with the advice of the Capital Improvement Budget Committee, the FY2008
6 Community Development Block Grant (CDBG) Program as part of the 2008 Capital Improvement
7 Budget and the 2008 Special Funds Budget; and

WHEREAS, the appropriate public hearings on the 2008 ConsolidaYed Plan have been
held in accordance with the requirements of the U.S. Department of Housing and Urban
Development; now, therefore, be it
RESOLVED, that Mayor Chris Coleman, as Chief Executive Officer of the City of Saint
Paul, is hereby authorized and directed to submit the 2008 Consolidated Plan to the U.S.
Department of Housing and Urban Development in such form as prescribed by the regulations of
said Department; and be it
FURTHER RESOLVED, that the Mayor or his designated representatives, PED Grants
Management staff, are further authorized to submit to the U.S. Department of Housing and Urban
Development any assurances, certifications, technical changes or additional information that may
be required by said Department during their review of the City's 2008 Submission for Federal
Assistance; and be it
FURTHER RESOLVED, that upon notification of approval of the Gity of Saint Paul's 20�8
CDBG, ESG, and HOME Programs by the U.S. Department of Housing and Urban Development,
the Council does hereby authorize the proper City officials to execute the grant agreements and
contracts between the U.S. Department of Housing and Urban Development and the City of Saint
Paul for the 2008 Programs; and be it

Housing & Urban Development (HUD). The plan includes CDBG funding of $7,941,344, HOME funding of $2,202,444, ESG
funding of $354,415, and ADDI funding of $17,438.

The Ciry is required to submit the ConsoGdated Plan to HUD in order to receive CDBG, HOME, ESG and ADDI funding. The
CDBG funding has been budgeted as part of the City's 2008 budget. Activities to be funded with HOME and ESG funding are
selected through separate processes, and will come before the Mayor and Council at a future date.
