WI�FtEAS, The Commissioner of Parks and Recreation and
gublic Buildings has reported, in accordance with
Section 53 of the City Cha�ter, the existence of
an einergency during the period �from October 1 to
$5, 1961, which rendered necessary the employment
of certain employees of the Department of Pasks
