J0720A Property clean ups from November 30 to December 14, 2007; J0721G Garbage hauling services on December 18, 19 and 27, 2007 603 Edmund Avenue (J0720A) g - JJ` Page 7 This assessment was to have been referred back from Council on Mazch 5; however, due to a staff error, the assessment was approved. Mr. Robinson stated orders were issued on November 27, 2007 to remove garbage and refuse with a compliance date of December 4. The property was re-inspected on December 4 and the work had not been done. A work order was sent to the Parks Department who did the clean up on December 10, 2007 for a total assessment of $402. He stated that when the inspector was at the property, he did not see any gazbage containers and issued an order to provide proof of garbage hauling service. Wesley Pettiford, property owner, appeared and could not speak (he presented his comments in writing). Mr. Pettiford admitted that he had received the orders to do the clean up; however, he did not do the work as it was too heavy to do by himself. Ms. Moermond asked whether he, ar Emily who was the listed property owner, had in any way contacted the inspector to request an extension of time. Mr. Pettiford responded that he had not. Ms. Moermond asked to see the video which showed a dryer, bucket of cement, fencing, and a toilet that were removed. Ms. Moermond stated that clearly the City did the clean up and therefore, she recommended the assessment be approved. 603 Edmund Avenue (J0721G) Referred back to Legislative Hearing by Council on March 5, 2008. Mr. Robinson stated that arders were issued on December 5, 2007 to provide proof of gazbage hauling service with a compliance date of December 10. The property was re-inspected on December 10 and the owner was not in compliance. A work order was sent to the Parks Department who dropped off a container and began hauling service on December 11, 2007. He stated that the City has continued to provide garbage hauling service at this property. Mr. Pettiford stated that he did not have hauling service as he could not afford to pay the bill. Ms. Moermond asked Mr. Pettiford whether he was friends with either of his neighbors as perhaps he could work out an arrangement with them to share the cost of combined garbage service. Mr. Pettiford responded that he didn't know his neighbars. Ms. Moermond explained that it would be cheaper to hire a hauling service than for the City to continue providing garbage service as it was extremely expensive for the City to pick up his garbage. She recommended approving the assessment and spreading the payments over five (5) years. 0 z E y y N ¢ N r .r O h o zz o o, a3> Uq 6 Q wFVi YWQ U VZ ¢ U WW Q F z o U N CD Q = R " a' o . U ° y vo d R r • L A+ O F.
