The propextq is d escribed as Lot 2, Block 1, 8astern Area Addition. This property was rezoned to "C" residence on July 15, 1961 as part of a larger tract. The �site is preaentlq vacaat and the proposal is to develop it aith a 200 unit 10 story high-rise apart�ent building for public housing for the elderly. It is propoaed to provide one off-atreet parking space for each three apartntent uaits, or approximately 6? aar apaces. This property bas a trontage on IIniver- sitq Avenue exteaded of 448.5 feet and aa area of approximately 172,860 square feet or 3.36 acrem. South across University Avenue extended is the site of the new City and County Hospital; east is vacant land owaed by the applicant; north aad ad�oining is the Ht. Airq Housing developmeat; west and ad�oining ia the expansion of the Vailey Playground. Field investigation discloses no ob�ectioa to tbis proposal as the proposed Land IIse Plan indicatea tbe highest and best use of this laad is for multi- res�dential purposea. Section 64.03 (p) to provide that any variance �y� 3 authorized by your Honorable Body as requested herein shall remain in full force and effect � � � notwithstanding that the structures in Project � � � .- Minn. 1-6 are not completed within one (1) year ��� � of the authorization of such variance. ��' �' ^ � On March 9, 1961, the Authority requested an informal approval of a parking variance of the parking space requirements to permit one (1) parking space for each four (4) units. On Ma.rch 16, 1961, the Zoning Board of the City of Saint Paul, recommended the variance of one (1) parking space for each two (2) units based upon an anticipated � � demand for vehicular parking by residents, visitors and management and �--° mainten.ance employees. Following this recommendation the Authority conducted two surveys of actual use of the parking facilities at the Mt. Airy Hi-Rise Building for the elderly. This building contains one hundred seventy four (174� dwelling units with one hundred eigh:teen (118) parking spaces. The survey indicated that during normal working � hours the ma.ximum parking load was less than forty (40) cars which . included an average of nine (9) employee vehicles. These surveys indicated that peak weekend parking volume was forty four (44) auto- mobiles. Our records also indicate that only fourteen percent (14%) of the elderly occupants of this Hi=Rise Building own automobiles accounting for approximately twenty five (25) vehicles and nineteen (19) visitor vehicles. These surveys tend to substantiate our original requested figure of one (1) parking space for each four (4) units. The Authority, however,obtained parking ratio figures on low rent ' housing projects for the elderly persons in several other cities in � the Midwest area. The site plans submitted herewith call for seventy one_ 71 arking spaces, somewhat in e.�cess of the one (1) to three (3) ra ��n addition thereto, there wi�`1 be conside"rable driveway spaces available to, handl�e any possible visitor overflow parking. ' The Au"tli:ority�fielieves that a one (1) to three (3) parking ratio based on its experience in the Mt. Airy Hi-Rise Building and an average� of parking facilities provided for parking for elderly persons in other cities in the Midwest, would provide ample , parking facilities with a margin for reserve. The Authority therefore requests a waiver of the off-street parking requirements of Section 60.23 to permit off-street parking ratio of one (1) to three (3) . Proposed density of fifty (50) units per acre slightly in excess of the density restrictions of Section 60.24 of the Zoning Code but is well under the maximum high density restriction of eighty seven ,(87) units per acre proposed in the Preliminary Land Use Plan approved by the Planning Board in July, 1959. At its meeting of March 16, 1961, the Zoning Board unanimously recommended the granting of this variance in respect to Project Minn. 1-6. f The recommended schedule for Project Minn. 1-7 provides for commence- ment of construction in the late fall of 1961 and completion of construc- tion in the last quarter of 1963. The size and complexity of construc- . tion of a hi-rise structure of this type proposed, renders it impossible r to undertake and complete our construction within the period of one year j� as contemplated by Section 64.03 (p) . The Authority consequently, � respectfully requests a waiver of the provisions of this section be granted in line with the Zoning Board's recommendation of March 16. � The structures are located in Height District II which permits a height of seventy five (75) feet plus one (1) additional foot for each two and one-half ,(2�) feet of set back from the street line. The structure will be ten stories and one hundred two ,(102) feet and nine and five-eighths (9-5/8) inches in height and at its nearest point to the street right-of-way will be set back seventy nine (79) feet per- mitting an overall height in excess of one hundred five (105) feet. The Authority, therefore, concludes that the proposed construction complies with the height district limitations of. Section 61.03 of the Zoning Code and that, consequently, no waiver in this regard is made.
