SAINT�AUL 2,MIHN�807A :•:::.�::••::....:::::.. � August 3, 1961 - _ Mrs. Agnes H. 0'Connell City Clerk Building � Dear Madam: This is in �he matter of the Superamerica Stations Inc.'s 1) appeal for an extension of commercial use and° 2) an application for a permit to install and operate a 16 car eustomer parking lot on property located at the south- � west corner of Smith Avenue and Stevens Street. The property is described as except the �west 5 feet thereof, the north 100 feet of Lots 1 thru 6 in- clusive, Biock 26, Balme's Addition. The zoning is commercial and "B" resi- dence. The property under consideration has a frontage along West Stevens Street of .145 feet, the east l0U feet of this frontage is classified in the commer- cial district and has been since the adoption of the Zoning Ordinance ip 1922. The applicant is requesting an extension of commercial use to include the remaining 45 feet so that it may be developed for off-street parking purposes in connection with the Cherokee State Bank which ad3oins this pro- perty to the south. This property,in its entirety, has a frontage along Smith Avenue o� L00 feet and 145 feet along West Stevens Street, resulting in a ' , total area of 14,500 square feet. The proposed filling station use will occupy the 100 foot frontage along Smitb Avenue and also 100 feet along . Stevens Street, or 10,000 square feet of property. The westerly 45 feet of f rontage on Stevens Street will be developed with off-street parking for approximately 16 cars, and will have an area of 4,500 square feet. . East and ad�oining is the site of the proposed filling station; west and across a ten foot public alley is one single and one two-family residence � which front on Ottawa Avenue; north and across Steveas Street is a single- family residence which fronts on Smith Avenue; south and adjoining is the Cherokee State Bank parking lot. The Traffic Engineer has reviewed and approved the plan which meets the standards for this type of facility. Field investigation discloses no . ob�ection to the proposed extension of commercial use which would allow the parliing lot developmeat. . I� appears that the proposed parking lot use would be a proper transitional use between the residences to the west and the commercial uses f ronting on Stevens Avenue. The proposed parking lot will be graded to street grade which results in a difference in elevation betweea the lot and the ad�oining ten-foot alley of approximately five feet at the highest point. The applicant has been advised that the Public Works Depart- ment will require a fence of proper design to be built along the alleq line. L.l ,�° . . Syperamerica #4758-9 The Board of Zoning considered these matters at their regular meeting on July 13, 1961 and recommend 1) the granting o� the appeal toextend the commercial use to the entire site, and 2) the granting of the application for a 16 car parking lot on the above described property in accordance with plans approved July 13, 1961, and with the requirement of the Public Works Department pertaining to a fence along the alley.
