SAINT PAUL, MINNESOTA
WIIEREAS, the Minnesota Department of Nahual Resources has created a new program linldng ecological
restoralion to woody biomass energy producrion, and;
WIiEREAS, The Department of Natural Resources received $500,000 from the state legislature as part of the
Environment Finance Bill in July 2007 (ref. Laws of 2007, Chapter 57, Article 2, subd.6) to "prepare, authorize and
implement habitat restorarion plans on public or private properties to fulfill ecological principles of restorarion
ecology, while providing roadside access to the byproduct of the management acrions", and;

WHEREAS, this funding has been provided to help restore overgrown savanna and woodlands within 75 miles by
road of St. Paul, maldng the cut woody material resulting from this work available for conversion to energy, and;
WHEREAS, Indian Mounds Regional Park meets the criteria of this program, and;
WEEREAS, receipt of funding would provide for 6.5 acres of diseased and exotic tree removal (primarily buckthorn
and Dutch Elm Disease affected h�ees), and;
WHEREAS, the Division of Parks and Recreation has a restoration and natural resources inventory and management
plan to guide restoration efforts at Indian Mounds Regional Park following the removal of these trees, and;
WHEREAS, the Minnesota Deparhnent ofNatural Resources has made up to $15,000 available for this project, and;
THEREFORE BE IT RESOLVED, that the Mayor and the proper city officials are hereby authorized to execute
such agreements as may be necessary to accept this grant on behalf of the City; and;
BE IT FURTHER RESOLVED, that the Council of the City of Saint Paul approves these changes to the 2008
budget.

The MN DNR has grant money available in 2008 to fund oak woodland and oak sa�anna restorarion work at Indian Mounds Regional
Park. ANy woody biomass removed from the site (buckthom and Dutch Elm disease hees) will be processed by Environmental
4VOod Supply and used as fuel by District Energy.
