1 WHEREAS, City of Saint Paul Ordinance No. 07-1048 revised section 87.14 of the Saint Paul
2 Legislative Code to provide that charges for one-inch street service water connecrions and taps of
3 all sizes ("Schedule Charges") be removed from said Code, and instead be established by city
4 council resolution, following recommendation by the Board of Water Comxnissioners and a
5 public hearing; and
7 WHEREAS, by adoption of Resolution No. 6080, the Board of Water Coxnmissioners provided
8 said recommendation of chazges and did also request that the Saint Paul City Council establish
9 said charges following a public hearing; now, therefore, be it

11 RESOLVED, that pursuant to Secfion 87.14 of the Saint Paul Legislafive Code, the City
12 Council hereby approves and incorporates within this resolution the attached Schedule Chazges,
13 to be effective April l, 2008.

SPECIAL PROVISIONS
1. The charge for a 1-inch street service connection in a cui-de-sac shall be for a street width
of 75% of the cul-de-sac diameter.
2. If a street has two mains on opposite sides of the street, the charge for a 1-inch street
service connection shall be for a 79-foot and less street width.
3. For the installation of more than one 1-inch street service connection in the same ditch, the
charge shall be "Pipe Work Only' for each additional pipe, up to a total of three pipes.
4. W here excavation is provided by others, the charge for 1-inch street service connection
shall be "Pipe Work Only'.
5. Where a casing tube is required for the street service connection installation, the property
owner shail obtain the necessary permits and provide the casing tube installation in
accordance with SPRWS Standard Plate D-6.
6. Permit charges for excavation by SPRWS, as duly adopted by governing authorities, shall
be added to the schedule charge.

i-INCH WATER SERVICE CONNECTIONS AND ALL TAPS
PERFORMED BY SAINT PAUL REGIONAL WATER SERVICES
Installation of water facilities in pubiic rights-of-way is performed by Saint Paul Regional Water
Services at actuai cost. There have been, however, two categories of facilities that are chazged
predetermined amounts established by Saint Paul Legislarive Code based on past actual cost
experience. These are 1-inch service connections in certain right-of-way widths (less than 90 per
yeaz) and taps of all sizes (less than 60 per yeaz).
City of Saint Paul Ordinance No. 07-1048 revised secrion 87.14 of the Legislative Code to provide
that chazges far those categories be removed from the Code and instead be established by city council
resolution, following recommendation by the Board of Water Commissioners and a public hearing.
The Board duly provided recommended charges by adoption of Resolution No. 6080, which also
requested that the Saint Paul City Council establish said charges, to be effective April l, 2008.
The proposed chazges reflect the current averages of actual cost to perform the work. Listed below
are the approximate increases:
➢ 35% to 45% increase far 1-inch service connections in bihuninous streets
➢ 65% increase for 1-inch service connections in concrete streets
➢ 15% to 30% increase for taps of various sizes
In addition to same-case increases, the proposed charges reflect the foliowing changes:
➢ 80-foot wide rights-of-way to be actual cost and not a higher schedule charge.
➢ New Winter Surcharge to be charged from December 1 until the asphalt plant opens.
This replaces the old frost charge and is non-refundable.
➢ New charges for tapping mains over 16-inch. These replace a 25% surcharge.
➢ I3ew charges for tapping concrete mains.
The current charges, which have been in effect since January 2005, are attached for reference.

NOTE: A 25% surcharge shall be added when a 16" or lazger water main is tapped.
NOTE: The following provisions apply to Table I:
Charges for street service connections in a cul-de-sac are to be based on a street width equivalent
to seventy-five (75) percent of the cul-de-sac diameter.
If a street has two (2) ivains on opposite sides of the street, the schedule for a street of one-half
the width shall be utilized to establish the charge, but in no case shall the chazge be less than the
charge for a sixty-foot street.
For a second pipe in same ditch, the charge shall be in accordance with Table I.
Where excavation and backfilling is provided by others, the charge shall be the schedule for
second pipe in same ditch in accordance with Table I.
Where an open cut is not permitted in a street by a governmental unit, and, consequently, a
casing tube is required for the street service connection installation, the property owner shall
obtain the necessary pernuts and provide the casing tube and casing tube installation, all at the
owner's sole expense.

The following charges sl�ali be made in addition to the regulaz schedule charges of street service
connections, in accordance with Table II below:
(1) Frost charges, where it is necessary to cut frost in excavating a trench.
(2) City street permit charges, where excavation requires such permit from the city.
(3) Winter paving charge, where a temporary street repair is necessary.

WHEREAS, staff has prepared a list of such Schedule Charges based on actual cost experience, and
does recommend Board approval of the Schedule Charges; now, therefore, be it
RESOLVED, that the Board of Water Commissioners does hereby approve the attached list of
Schedule Charges for one-inch street service water connections and taps of a11 sizes, and does request
that the Honorable Council of the City of Saint Paul establish said Schedule Charges by resolution
following a public hearing.
