Further, The Council- of Arts and Sciences, by its letter of Decemttpr ' 1361,M attached hereto 2053-16 The Saint Paul Council of Arts and Sciences has advised us that it has received firm pledges of $460,000 to be applied to the cost of CAA,- Yructing the Arts and Science Building. The pledges received to date .have been made by Mr. I. A. O'Shaughnessy in the .amount of $150,000, by members of the Ordway family in the amount of $160,000, and by an interested anonymous person in the amount of 6150,000. Further, the Council of Arts and Sciences, by its letter of December 21, 1961, attached hereto, commits the $460,000 to the City of Saint Paul for the aforesaid purpose, and, further, the First National Bank, by its Vice - President, Mr. J. Thomas Simonet, has assured. the Council of .Arts and Sciences that it Will loan to said Council any unpaid balance of the aforesaid pledges at the time the funds are required for the purpose of constructing the Arts and Science Building; therefore, be it RESOLVED, that the WO.,OOO grant is gratefully accepted by this Council on behalf of the City of Saint Paul, -and, further, that said funds be committed to the project of building the Arts and Science Building and that the Civic Educational Bond Fund No. 420 be increased from $1,700,000 to $2,160,000 upon receipt of X60,000 from the Council of Arts and Sciences, and the proper City officers are hereby authorized and directed to accept these funds and to apply them to the construction of said building; be-it FURTHER RESOLVED, that the constructive interest in the City of Saint Paul displayed by the parties donating said funds to this public project confirms and supports our belief in the future growth and development of the City of Saint Paul and we are hopeful that this generosity will :add impetus to revitalization of the cultural and economic activity in this City; be it FURTHER RESOLVED, that we are informed that pledges have been received from Mr. Edwin Davis in the amount of $25,000 and Mr. F. R. Vavoulis Mayor and Members of the City Council City of Saint Paul Saint Paul 2, Minnesota Dear Sirs: The $1,700,000 made available under the Second United Fund Bond Authorization for the construction of an Arts and Science building in Saint Paul was found to be insufficient for the construction of a building of sufficient size to permit the different agencies concerned to be adequately housed within the building. In view of this situation, the Saint Paul Council of Arts and Sciences determined that the available city funds should be supplemented and pledges in the amount of $460,000 were obtained. As of this date, $110,000 has been received, $150,000 will be paid at the time the construction contract is ready for execution, $80,000 will be paid in June 1962 and the remaining $120,000 will be paid-annually at the rate of $30,000 for each of the four years 1962 -1965. It is realized that all of these funds must be available and turned over to the City Comptroller in advance of the signing of the construction contract and the Saint Paul Council of Arts and Sciences has arranged with the First National Bank of Saint Paul, a confirmation of this understanding in accord- ance with the original letter of the Bank attached hereto. Under these arrangements and commitments, it is possible to state that the sum of $460,000 will be placed at the disposition of the City Comptroller in advance of the execution of a construction contract for the proposed building. It is therefore respectfully requested that a proper resolution be adopted by you which would permit the City Architect to employ a total of $2,160,000 in the project and authorize an addendum to the existing contract between the City and the respective associated architects, whereby the amount of the funds available for the project is increased from $1,700,000 to $2,160,000.
