Thereafter, at the meeting of the Council held on November 28, this matter was laid over to December 12 for further consideration. The purpose of this letter is to advise you that our clients and the City have agreed respecting the price to be paid for the easement and a form of easement has been pre- pared by us and submitted to the City for approval. Mr. Eltor Dehn, City Valuation Engineer, is out -of -town until Monday, December 18, and therefore will not be able to review the form of easement until that date. We therefore request that you lay this matter over until December 19, 1961. We have spoken to Mr. Donald L. HINN. This firm represents Mrs: Ruth Reid and the Estate of Harold S. Reid, the joint owners of Lots 1 and 2, Block 2, Dun- lap Place Addition to the City of St. Paul. We understand that the Council will hold a public hearing at 10 :00 A.M. on Novem- ber 28, 1961, on the advisability of proceeding with Preliminary Order 204237 approved October 51 1961, which proposes to con- demn and take a temporary easement on a part of those lots for the purpose of constructing a bridge for the Short Line Road. We are currently negotiating with Mr. Eltor A. Dehn, the City Valuation Engineer, and Mr. Donald L. Lais of the City Attorney's office respecting the granting by our clients to the City of the type of easement desired by the City. The negotia- tions are almost concluded and we expect an easement will be executed within a week. Since it appears that the matter will be disposed of by agreement, it seemed unnecessary for our clie to appear and take the Council's time at this hearing.
