WHEREAS, The Commissioner of Parks and Recreation and
Public Buildings has reported, in accordance with
Section 53 of the City Charter, the existence of
an emergency during the period from December 1
to 15, 1961, which rendered necessary the employ-
ment of certain employees of the Department of
Parks and Recreation and Public Buildings for
more than eight hours per day or forty hours
per week in doing the following works:
Supervision, operation, maintenance,
care and protection of public parks
and playgrounds and of their facilities.
And WHEREAS, This emergency arose by reason of the
following facts and circumstances:

time and effort of an unforeseen but '191
temporary nature; breakdown of equip- '
ment required -immediate repairs; during
the heating season, the plant for the
Zoo and Greenhouse must be tended con-
stantly; and heavy snow over the week -send
demanded an all -out effort to clear and
sand boulevards and parkways.
