08-259Suspension 3/12/2008 RESOLUTION Presented by Council File # 08-259 Green Sheet # 3o5D c(.5 O OF SAINT PAUL, MINNESOTA 1 Whereas, Saint Paul is proud to feature an Event District for all Minnesotans to enjoy in the space of a few 2 downtown blocks, consisting of the RiverCentre Convention Center, Roy Wilkins Auditorium, Xcel 3 Energy Center, 317 on Rice Pazk (historic Minnesota Club building), Ordway Center for the Performing 4 Arts, Landmark Center and the Science Museuxn of Minnesota; and 5 6 Whereas, these cultural, educational and entertainment venues aze an excellent benefit to Minnesotans and 7 a great niche in the event industry; and 9 Whereas, the Event District enriches our entire state; and 10 11 Whereas, the City built the RiverCentre without State assistance; and 12 13 Whereas, the RiverCentre generally does not compete with Minnesota convention centers outside of the 14 Minneapolis-Saint Paul area; and 15 16 Whereas, the RiverCentre Convention Center has an urgent need to address a looming deficit in its capital 17 maintenance fund; and 18 19 Whereas, the facility has been using operaring revenue to cover year-to-year capital maintenance costs; 20 and 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 Whereas, the City of Saint Paul requested that the legislahxre move forwazd with a request to address the needs of the Event District; and Whereas, that request would appropriate $43 million to the City of Saint Paul to help cancel city-issued bond debt owed on the RiverCentre Convention Center (which was modeled after what the State passed for the Minneapolis Convention Center in 1998)'; and Whereas, the legislahxre did not move forwazd with this request in either the House or Senate bonding bills; THEREFORE, BE IT RESOLVED, that the City of Saint Paul supports the alternative request to extend the duration of the Downtown/7`�' Place TIF district unti12030 (the district is currently set to decertify in mid-2008), and with the extension, make other adjushnents to permit the TIF revenues to be used to support RiverCentre debt and meet development goals in the TIF project area and Event District; and BE IT FURTHER RESOLVED, that the City of Saint Paul will assure Ramsey County receives $1.5 million revenue by the end of calendar year 2008, which equates to the amount it was expecting with the decertification of the Downtown/7 Place TIF district; and 08-259 41 BE IT F'LIRTHER RESOLVED, that the City of Saint Paul also assures Ramsey County that, if the City 42 receives funds from the legislature in the future to address the capital and operating needs of the Event 43 District, the District will be decertified at that point in time; and 44 45 BE IT LASTLY RESOLVED, that the City of Saint Paul will continue to work in partnership with 46 Ramsey County to enhance the Event Dishict and the economic vitality of Saint Paul and Ramsey County.
