On August 28, 1961, the Commissioner of Finance reported the petition suffi- cient with the owners of 11 of a possible 14 (78.5 %) tracts of land within the prescribed 100 foot radius having signed the petition. The site is presently vacant and it is proposed to use it for off - street parking and yard purposes in connection with one existing and one proposed 11 unit apartment building which will front on Prosperity Avenue. The property under consideration is irregular in shape and lies within a triangularly shaped tract. It will be consolidated with the adjoining property to the east which takes its frontage off Prosperity Avenue. To the west and north are single - family residences; to the south is vacant land and to the east is the petitioner's property. Field investigation discloses no objection to this reclassification as it would provide for substantial yard area and generous off - street parking space in connection with the existing and proposed apartment development to the east. It does not appear possible to utilize this property for any other use as it does not have street frontage.
