�� WAEREA.S, the Commisaioner o� Public Utilities has reported,in
�� accordance with Section 53 of the City Charter, the existence o� an
emergency during the period �rom July 16th to Ju1y 31st 1961 in.clusive,
�; which rendered necessary the employment of certain employees o� the
;� Water Depaxtment for more than eight hours per day or forty hours per
week in doing the following work:
�,� Handling meter reading carde received in the mail on Sa.turdays�

�F . Supervising repa.irs to wa.ter main. on Chilr3�a Road.
a� • AND WHEREAS, this emergency arose by reason of the following

._ In ord.er to have rea.d.ings ready for bill.ers on Mondays.

� In order to put water ma.in in service as soon aa possible:
