GENERAL MANAGER - -WATER DEPARTMENT
Duties and responsibilities:

Subject to administrative approval of the Board of Water Commissioners,
with wide latitude for independent or unreviewed action or decision,
to be responsible for the management of the Water Department, and
?t T)i?n, carry out and report on highly difficult, important and
onsible professional work in the investigation, development, or
-, "ement of water works engineering projects, and the inspection,
'__ icing, or maintenance of such engineering works or equipment, to
direct and coordinate the activities of the staff, to carry out and control
budgetary problems, personnel, public relations and related administra-
tive policy, to provide direction and unity to the department's operation
and the staff engaged in carrying it out; and to perform related work as
assigned.
Examples of work performed:
To develop and manage the water works system.
To serve as technical adviser to the Board of Water Commissioners in
formulating policy in all matters pertaining to water services.
To meet with interested individuals and groups to discuss department
operation, facility requirements and improvements, to interpret the
scope and the purpose of present operationd, and to point out the need
for, and the areas of, expansion and improvement.
To give direction to the staff by defining standards and principles of
operation, and by establishing department operation objectives.
To conduct staff meetings, to instruct in policies and procedure and to
direct the supervisory staff in this activity.
To prepare and present recommendations for water rates and the
annual budget.
To administer the expenditure of funds.
To confer with other community officials in the interest of cooperative
objectives and to coordinate the work of the department with other
governmental or private agencies utilizing water services.
To represent the department in various civic activities where public
presentation is necessary.
To have general management over employees of the department.
To develop and direct programs of public relations, in- service training,
and planning and research.
To direct the preparation of reports, manuals, and other documents.
To study and make recommendations on property acquisitions and other
expansions.
To direct the planning and construction, maintenance and operation of
all buildings, reservoirs, tanks, land, lakes, conduits, canals,
mains, service connections, meters, equipment and other water
works appurtenances.
To be responsible for efficient purification and filtration of water, and
efficient pumping operation.
To be responsible for an adequate and safe public water supply, and
reliable water storage and pressures for public fire protection.
