This is an emergency ordinance rendered necessary for the preserva- tion of the public peace, health and safety. PAUL INTER- OFFICE COMMUNICATION .06108 July 10, 1961 Honorable Milton Rosen Commissioner of Public Works Department Dear Commissioner Rosen: Sometime ago an ordinance was introduced before the City Council to restrict parking on the north side of Marshall between Victoria and Mississippi River Blvd. Some objections were made at the Council meet- ing by various people representing churches along Marshall Ave. They requested an exception to the absolute restriction on Sunday mornings. This matter was reviewed by the Traffic Committee at its regular meet- ing on June 26th. The Traffic Committee recommended that exceptions be made from 6 :00 A.M. to 1 :00 P.M. on Sundays at locations requested by af- fected churches. We have discussed the problem with the affected churches and have agreed on the following exceptions to the original ordinance: "Except Sunday from 6 :00 A.M. to 1 :00 P.M. between Oxford St. and Milton St. and between Wheeler St. and Wilder St.', We request that you introduce this amendment to the ordinance at a future Council meeting.
