O'Connell City Clerk Building Dear Madam: This is in the, matter of the application of the Phillips Petroleum Company for a permit to enlarge and reconstruct an existing filling station on property located at the southwest corner of Snelling and Minnehaba Avenues. The property is described as Lots 1, 2, 3, Block 1, Hopkins Second Addition, also the east one -half of vacated alley adjoining Lot 3, Block 1, Hopkins 2nd Addition. The zon- ing is commercial. The site is presently occupied by a filling station and two single - family residences which front on Snelling Avenue. The applicant proposes to remove the existing fillingr;station and two residences for the proposed reconstruction. The pro- perty has a frontage of 156.62 feet along Snelling Avenue and 120 feet along Minnehaha Avenue, resulting in a total area of approximately 18,925 square feet. West'and across an alley are single- family residences fronting along Minnebaba Avenue, all of the other uses in the area are commercial and front along Snelling Avenue. The Traffic Engineer and the State Highway Department have reviewed and approved the plans which meet the required stand- ards for this type of facility. Field investigation discloses no basic objection as the predominant uses in the area are commercial. In consideration of the above factors, the Board, of Zoning recommends the granting of the application to reconstruct and enlarge the filling station operation on the above described property in accordance with plans approved April 20, 1961. They wish to install 4 islands, 9 pumps, 5 tanks - 2 of 3,000, 1 of 4,000 underground gasoline storage tanks and 2 -550 gallon underground storage tanks for waste oil. We have investigated the foregoing and report that this installation will be made in accordance with the rules and regula- tions of the National Board of Fire Underwriters and the St. Paul Fire Prevention Code.
