AH�REAS, The Chicago, NI3.lwaukee, St. Pau1 and Pacific Railroad. Company proposes
to reple.ce 3ts presently 2�+-hour manually controlled railroad crossing signals located
at Western Avenue, Richmond, West Seventh, Duke, Erie, and Oneida Streets in. the
City of St. Pau1 with modern automatic crossin.g si�.al protection, which would afford
axound.-the-clock cleax and positive waxning to motorists a.nd pedestria.ns when train
movements occur through� the intersec�ions; and �
WHEREAS, Such a repla.cement and. convers3.on �rom manually contro]1ed erossing
si�als to automatic cross�.ng signals would be highly desirable and in accord with
the best safety standards of modern crossing signal practice and would be in the
intereat of the safe movement of tra�fic; and �
Wf�EREAS, This proposal, together with plan, has been submitted to the Depart-
ment o� Publi,c Works and has been approved by the Chief Fngineer, the Stree� a.nd _
Highway Engineering Coordinator, and the Tra.��ic Eb.gineer as being in the intereat
of safe traffic movement at the �oregoing.3.ntersections; and
WHEREAS, �.e insta7lation o� autoniatic crossing si�als would be ma.d.e at the
expense of the Chieago, Milwaukee, St. Paul and Paci�ic Railroad.�Company without
