WHEREAS, The Commissioner of Parks and Recreation a.nd ,
public Buildin;s has reported, in accordance with
_ Section 53 of the City Cha,�ter, the existence of an
emergency during the period from September 16 to 30,
1961, wh.ich rendered necessary the employment of
' certain em�loyees •of the Department of paxks and
Recreation and public Buildings for more than eight ,
hours per day or f orty hours per week in doing the
following work; _
Supervision, operation, maintenance, care

grounds and of their facilities.
