The property is described as the north 33 feet of vacated Rose Avenue lying south of Lots 30, 29, 28, 27, 26, 25 and the east 1 foot of Lot 24, Block 1, Westminster Addition, On August 15, 1961, The Commissioner of Finance reported the petitions sufficient with the owners of 10 of a possible 14 (71%) tracts of land within the prescribed 100 foot radius having signed the petition._ The adjoining property to the south is now classified "C" residence and it is proposed to integrate the property under consideration with that now classified "C" residence for the purpose of providing a driveway to the off-street parking lot located to the rear of the two proposed buildings. This reclassification would also provide for a better placing of the more northerly building on the site, The portion under con- sideration has a frontage of 33 feet on Westminster Street and--extends to a depth of 238 feet, resulting in an area of 7,854 square feet. North and adjoin- ing is a recently constructed twofamily residence which fronts on Westminster Street, farther to the north is a single - family residence fronting -on Westminster Street; northeasterly across the intersection of Rose Avenue and Westminster Street are recently constructed single - family residences; east and across Westminster are single - family residences fronting on Rose Avenue; south and adjoining is the property now being developed with two apartment buildings; west and adjoining Is the freeway right -of -way. Field investigation discloses that the rezoning of this property for the pur- pose of integrating it with the adjoining property to the south would provide for a more desirable apartment development in terms of yard areas surrounding the apartment buildings. However, the proposed driveway to the parking lot should maintain a set back from the north property line of approximately 4 feet for adequate screen planting to protect the two - family residence-from headlight glare. In consideration of the above factors, the Board of Zoning recommends the grant- ing of the petition to rezone the above described property from "B" to "C" residence with the stipulation that the proposed driveway maintain a four -foot set back as set forth in the preceding paragraph, Sincerely, l��•W H.C.
