Dear Madam:
This is in the matter of the application of the Midas Corporation for a
permit to construct and operate a fee parking lot for approximately �3
car spaces on property located at the northwest corner of Fifth and
Minnesota Streets. The property is described as Lots l, 2, 3, 4�,
Langivan's Subdivisioh of Lots 10, 11, and 12, Block 10 Saint Paul
Proper. The property is zoned commercial.
This is the former site of the Kennedy Bros. Arms Company which building
has recently been torn down and the applicant proposes to develop it as
indicated above. The property has a frontage of 100 feet on East Fifth
, Street and 90 feet on Minnesota Street resulting in an axea of 9,000
square feet. The adjoining land uses consist of various commercial uses
and office buildings.
Field investigation discloses no basic objection to this proposal. The
Traffic Engineer has reviewed this application and recommends that only
one drive-way be permitted from East Fifth Street as indicated in a
letter dated August 29th. The Planning Board staff has recommended that
a bumper height fence be erected along the street sides of this lot and
an 8 inch high concrete wheel stop be erected along the public alley and
the adjoining building. The applicant's plans meet the standards for
this type of facility and reflect the recommendations of both the Traffic
Engineer and the Planning Board staff.
In consideration of the above factors, the Board of Zoning recommends
the granting of the permit to construct and operate a fee parking lot on
the above described p�operty in accordance with plans approved August 17,
1961.

On September 14, 1g61 you referred to the traffic engineer the re- "
quest of the Midas Corporation to permit an emergency exit to the alley
from the rear of a proposed parking lot at the northwest corner of Fifth
and Minnesota Sts.
We can find no justification for permitting an emergency exit to the
alley. The alley in question is only 10 ft. wide and should not be used
for movements other than deliveries. It has been our experience that
emergency exits similar to this proposal are often used as part of the
regular lot operation. Unless the emergency exit was very adequately
closed during all hours of operation, we would recammend against the
granting of this request.
