WHEREAS, Saint Paul's commihnent to become the Most Livable City in America is grounded in our environmental
stewazdship and protecrion of our valuable water resources; and
WHEREAS, Saint Paul affirms tbat improving water quality is a lugh priority for the City, because of our lakes and our location
on the Mississippi River, and
WHEREAS, the City recognizes that each citizen is a crirical player to achieving the City's mission and improving water
quality; and
WHEREAS, the Saint Paul City Council recognizes that proper water resource management, flood control and construction site
erosion control are essenrial to ensure a safe and liable environment for all residents of the City; and
WHEREAS, the City is required to revise its storm water pernrit to include how the City will develop and implement a water
resource protecrion program; and
WHEREAS, the City is working with the Minnesota Pollurion Control Agency and other stakeholders to establish goals and
standards to address the upcoming changes in water resource regularions affecting the city; and
WHEREAS, the Capitol Region Watershed Distdct (CRWD) and the Ramsey-Washington Metro Watershed Distdct
(RWMWD) have recently revised theu permitting rules and are in the process of revising theu management plans in which the
City is required to adopt; and
WHEREAS, voters of the State of Minnesota have recently passed the Clean Water, Land and Legacy Amendment which
will provide for additional opportunities to fund water resources management projects; and
WHEREAS, the City desires to become more competitive related to receiving funding from our federal, state and local partners;
and
WHEREAS, the City has recently hired the posirion of Water Resources Coordinator to provide greater capacity in taking
proactive steps with regard to managing the City's water resources and protecting our natural environment, including the
Mississippi River;
NOW, THEREFORE BE IT RESOLVED, that the City of Saint Paul is committed to warking in partnership with stakeholders
and citizens to aclueve stewardslup and protecrion of our valuable water resources; and
BE IT FURTHER RESOLVED, that the City wIll take necessary steps to implement the City's water resources protecrion
strategy. Some actions the City imends to move forwazd with include:
(a) Developing a City Water Resource Working Group to establish an intemal ffaining and communication
frameworks
(b) Coordinating revisions to the City's Storm Water Pemut and amendments to City ordinances;
(c) Developing a strategy to suceessfully compete for the State's Clean Water, Land and Legacy Amendment

BE IT FINALLY RESOLVED, staff will provide the Ciry Council with a progress report on the City's water resource protecrion
stcategy in Spring, 2009.
