.This is in the matter of 1) the appeal of George Ostrand to establish a 30 foot
building line on Westminster Street, and 2) a permit for a 34 car private off -
street parking lot on property located on the west side of Westminster Street
between vacated Rose Avenue and Geranium Avenue. The property is described as
Lots 1 through 6, and the east one foot of Lot 7, Block 4, Westminster Addition,
also the north one "half'of the vacated alley lying south of the above described
property and all of vacated Rose Avenue lying north of the above described property.
On September 1, 1960, the City Council reclassified a major part of this property
from 4A" residence to "C" residence. The site is presently vacant, and the appli-
cant proposes to develop it with two 17 unit apartment buildings, although at the
time the petition to rezone this property was circulated, it was stated that this
property would be developed with two 11 unit apartment buildings. This property
has a frontage of 197.64 feet along Westminster Street and extends to a depth of
238 feet, resulting in an area of approximately 47,035 square feet. It should be
pointed out that the northerly 33 feet of this site is still classified in a "B"
residence district as it is the north one -half of the recently vacated Rose Avenue
which portion was not reclassified on September 1, 1960. The south 10 feet is the
north one -half of the recently vacated public alley. The applicant's plan indicates
that the portion of the site classified "B" residence will be used for side yard
area only.
North and adjoining is a two - family residence which fronts on Westminster Street;
east and across Westminster Street are recently constructed single - family resi-
dences; south and adjoining is a two - family residence which fronts on Geranium
Avenue;*west and adjoining is the Freeway right -of -way. The proposed development
meets the required density and building ground coverage standards. The Traffic
Engineer has approved the plan which meets the standards for this type of facility.
The property under consideration consists of a number of lots that originally had
their street frontage along Rose Avenue. This street is now vacated, and thus the
property has frontage only along Westminster Street. It is therefore necessary to
establish a building line set back from this street. Because a portion of this
tract is classified "B" residence, the set back as required under Chapter 62 of
the Zoning Code would be 47 feet. The applicant is requesting a set back of 30 feet
which would be in keeping with the two - family residence adjoining to the north. The
set back of 30 feet would provide for a more desirable development in terms of
front and rear yard, as well as off - street parking area.
The Board of Zoning considered these two matters at their regular meeting on
March 16, 1961 and recommend 1) the granting of the appeal to establish a 30 foot

the granting of a permit for a 34 car private off- street parking lot on the
above described property in accordance With plans approved on that date.

The undersigned, Georg6 L. Ostrand,- -is the owner of
the following described real estate situate in Ramsey County,
Minnesota, to -wit:
The North one -half of vacated alley adjoin-
ing and all of Rose Avenue vacated adjoining'
all of Lots 1 through 6 and the East one
foot of Lot 7, Block 4, Westminster Addition,
which property is located at _the Southwest corner of Rose
and Westminster Streets. The property is presently unim-
proved but it is proposed to erect two seventeen unit apart-
ment buildings thereon. That the purpose of the appeal is
to establish a thirty foot building line along Westminster
Street and the need for the appeal is so that the apartment
buildings may front on Westminster Street and not on vacated
Rose Avenue as was intended at the time of platting.
Enclosed herewith please find two site plans containing
the information requested by you in a proceeding such as this.
Also, please find enclosed $20.00 to cover filing fee.
