Wabasha, , THE PARKING :OF MOTOR VEHICLES_O���THE PARKING LOT ADJOINING THE HEALTH CENTER. THIS IS AN EMERGENCY ORDINANCE RENDERED NECESSARY FOR THE PRESERVATION OF THE PUBLIC PEACE, HEALTH AND SAFETY. THE COUNCIL-OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. Except as hereinafter provided, the use of the parking lot adjoining the Public Health Center facing Cedar Street, bounded by Tenth, Wabasha, and Eleventh Streets, shall be restricted to persons employed in said Public Health Center, provided that said persons comply with the following: A. All employee vehicles shall be registered with the Traffic and Accident Division, Saint Paul Police Department, and each employee shall secure a parking,permit from said Division, upon the pay- ment of an annual fee of $1.00 for each vehicle. A list of those to whom stickers shall be issued 1 shall be furnished to the Traffic and Accident Division by the Chief Health Officer of.the Bureau of Health. 1 • B. Each parking permit so issued shall be evi- denced by a numbered, non- transferable identifica- tion decal which shall be displayed in the rear r. window of every vehicle using said parking lot. This decal shall be designed and furnished by the Bureau of Health. ; C. The use of said parking lot on weekdays between the hours of 8 A:M. and 5 P.M. shall be re- stricted to employees on duty and persons seeking service or doing business at the Health Center during said hours; however, no employee shall have more than one registered vehicle in said lot during said hours. Section 2. There is hereby established Health Center Parking Lot Fund #1053; all moneys collected pur- suant to this ordinance shall be deposited in said fund and shall be used for the expenses of vehicle registration and the maintenance of said parking lot. ,. Section 4. A violation of any of the provisions of this ordinance shall constitute a misdemeanor. Section 5. This ordinance is hereby declared to be an emergency ordinance rendered necessary for the preserva- tion of the public peace, health and safety. Section 6. This ordinance shall take effect and be in - -'c, force from and after its passage, approval and publication.
