driveways and pavi g approaches where necessary; by constructing drainage
facilities; by constructing sewer, water and gas service connections where
necessary; by rec nstructing the paving, curbing and sidewalks on the inter-
secting streets vkere not,J.n conformity with said improvement, by grading and
sodding boulevard areas where new curb is constructed and by doing all other
