are authorized and directed to enter into an Agreement with the
Minnesota Department of Highways for the joint acquisition of a
tract of land at the southwest.corner of West Seventh Street and
Wheeler Avenue, said land to be used for the construction of
Minnesota. State Aid Project No. 221.
