RESOLVED, by the Council of the City of Saint
Paul, that official cognizance hereby is taken and recorded
of the extensive and cons :stently meritorious public service
career of Edwin F. Jones,,:%then Utilities Engineer of said
City of Saint Paul, which'culminated on the 4th day of
November, 1961, upon his.summons from this life by AlmiglAty
God; that his death caused incalculable loss to said City and
deprived it of a :,great source of wisdom and counsel 0
he was the embodiment and which was necessary theref
facilitated the functions of said City's governmenta cti�+
vities, pertaining to public utilities regulation and
matters which involved almost every stratum of said City's
governmental structure; and that his career demonstrated that
he was a person of the highest moral caliber, possessed of
great learning, particularly in technical fields of engineer -
ing,public utility rate making, economics and civics and
that he was a person entirely devoted to the'faithful dis-
charge of every duty which devolved upon him, and to the
establishment of truth upon which, to the I exclusion of all
other considerations,he earnestly sought to base his technical
recommendations and opinions and his plan of life; and

RESOLVED FURTHER, that in permanent recognition
of his great equipment, his worthy career and essential
merit, this Coifficil, in behalf of said City hereby confers
upon said Edwin F. Jones, posthumously this "Citation of Extra-
ordinary Merit•in Governmental Affairs" and that the City
Clerk be and hereby is_authorized and directed to cause an
engrossed cert =ified copy of this Resolution to be prepared and
delivered with-"!all convenient speed to David E. Jones of
Saint Paul, Minnesota, the surviving son of said decedent,
to be held for,'himself and Phyllis Ludvigson, the surviving
daughter ofrsaid decedent.

RESOLVED, by the Council of the City of Saint
